Financing possibilities and internal processes of the reformatories

Abstract
From 1863 to 1880's, approximately 30 reformatories (ıslahhane) were established in province centers and Istanbul. It appears that the reformatories had needed a financing of 400-500 thousand kurus (kuruş) in total, comprising 200 thousand kurus for construction, ceremonial, etc. and also 150-200 thousand kurus for annual expenses. In obtaining the mentioned amount, it is seen that all options of state and citizen solidarity have been used and that the student production has also had a significant share in this solidarity. It can be said that, in spite of all efforts, the reformatories excluding a few had encountered serious difficulties in terms of surviving – being parallel to the deteriorating socio-economical and political status of the Ottoman State. In the reformatories where a quite disciplined internal process has been adopted, it is seen that the emphasis has been given to professional lectures rather than reading, writing and essential religious knowledge.
Özet
1863 yılından 1880’li yıllara kadar vilayet merkezleri ve İstanbul’da 30’a yakın ıslahhane açılmıştır. Islahhanelerin 200 bini inşaat, teşrifat vb. ve 150-200 bini de bir yıllık masrafları için olmak üzere toplam 400-500 bin kuruşluk bir finansmana ihtiyacı olduğu anlaşılıyor. Sözü edilen miktarın temininde, devlet ve vatandaş dayanışmasının bütün opsiyonlarının kullanıldığı ve öğrenci üretiminin de bu dayanışmada önemli pay sahibi olduğu görülüyor. Tüm çabalara rağmen ıslahhanelerin -Osmanlı Devleti’nin kötüleşen sosyo-ekonomik ve politik durumuyla paralel olarak- birkaçı dışında ayakta kalma konusunda ciddi güçlüklerle karşılaştıkları söylenebilir. Oldukça disiplinli bir iç işleyişin benimsendiği ıslahhanelerde, okuma yazma ve temel dini bilgiler dışında ağırlığın meslek derslerine verildiği görülür.
