Abdullah Sur’s Opinions on Economic

Abstract
Abdullah Sur (1882-1912), the Azerbaijani Turks, was one of the writers who made a great effort in thefield of literary criticism. Throughout his life of authorship that started in the Şark-ı Rus Journal, he madeimportant determinations and proposals by dealing with the main issues of the time and also the economicissues in this context. In this study, Abdullah Sur’s view of economic issues was examined by developing areading upon his articles which he wrote on economics.The author approached the economic problems with an institutional point of view and in this context; hepointed to the effect of the mentality on economic practices. The followings make his ideas original: pointing outthat precious metal accumulation which is a “mercantilist” approach will not provide economic development;suggesting that intellectuals should deal with economic issues as well as political issues; emphasizing theimportance of education as a basic condition for improvement and development by acting in the mentalbackground at the base of the problems; pointing out the importance of organizations in economic development(for agriculture and industrial activities); defending that being industrious, before the state, is the characteristicof the individual by exemplifying the people of Japan; Remarking that the notion of wrong fate, vilification ofwork and exhibiting inaccurate behaviours in economic life are the most important obstacles in the development.

Abdullah Sur (1882-1912), Azerbaycan Türklerinden olup edebi tenkit alanında yoğun çaba sarf etmişyazarlardandır. Şark-ı Rus gazetesinde başlayan yazarlık hayatı boyunca zamanının temel meseleleri ve bubağlamda iktisadi konular ile de ilgilenerek önemli tespit ve önerilerde bulunmuştur. Bu çalışmada AbdullahSur’un iktisatla ilgili kaleme aldığı makaleler üzerinden bir okuma geliştirmek suretiyle iktisadi meselelerebakışı irdelenmiştir. Yazar iktisadi problemlere kurumsal bir bakış açısıyla yaklaşmış ve bu bağlamda,zihniyetin iktisadi uygulamalara etkisine işaret etmiştir. “Merkantilist” bir yaklaşım olan kıymetli madenbiriktirme anlayışının iktisadi kalkınmayı sağlamayacağına değinmesi, aydınların siyasi meselelerle olduğukadar iktisadi konularla da ilgilenmeleri gerektiğini öne sürmesi, sorunların temelindeki zihni arka plandanhareketle gelişme ve kalkınma için temel şart olarak gördüğü eğitimin önemini vurgulaması, iktisadikalkınmada (ziraat ve sanayi faaliyetler için) organizasyonların önemine işaret etmesi, çalışkan olmanın,devletten önce, bireylerin özelliği olduğunu Japon örneğiyle savunması, yanlış kader telakkisi, çalışmanınadeta yerilmesi ve iktisadi hayatta doğru olmayan davranışlar sergilenmesinin kalkınmanın önündeki enönemli engel olduğunu belirtmesi, Sur’un fikirlerini orijinal kılan hususlardır.
