A Research to Determine Local Governors Motivating Behaviour Their Employees

Mülki İdarecilerin Astlarını Motive Etme Davranışlarını Belirlemeye Yönelik Bir Araştırma

Abstract

In this study, ranging from public management of administrative authority with conception measure they motivated to the extent that their subordinates and by identifying the factors that influence the motivation in this context, is intended to make proposals for the improvement of the activity. The population of the study comprise the district governors who are serving actively in all the districts of Turkey. The survey was administered by governors sent through all the governorates. As a result of the research, it is necessary to motivate the employees of almost all of the local administrative authority, and which you believe would be helpful at this point to use all the motivational tools have been identified. However, previous studies did not adequately reflect the thinking of application the motivation of managers. Suggestions on how to motivate their employees to engage officials in the civil service are presented.

Özet

Bu çalışmada, değişen kamu yönetimi anlayışıyla birlikte mülki idare amirlerinin astlarını ne ölçüde motive ettiklerini ölçmek ve bu kapsamda motivasyona etki eden faktörleri belirleyerek, etkinliğin arttırılmasına yönelik önerilerde bulunmak amaçlanmıştır. Araştırmanın evrenini, Türkiye'nin tüm ilçelerinde fiilen görev yapmakta olan kaymakamlar oluşturmaktadır. Anket, tüm kaymakamlara Valilikler aracılığı ile gönderilmek suretiyle uygulanmıştır. Yapılan araştırmanın sonucunda mülki idare amirlerinin hemen hemen tamamının çalışanların motive edilmesinin gerekliliğine ve tüm motivasyon araçlarının bu noktada kullanılmasının yararlı olacağına inandıkları tespit edilmiştir. Ancak daha önceki yapılan çalışmalarda idarecilerin motivasyon konusundaki düşüncelerinin uygulamaya yeterince yansımadığını da göstermektedir. Bu noktadan da hareketle mülki idare amirlerinin çalışanlarını motive edebilmelerine yönelik öneriler sunulmuştur.
