THE REQUISITION APPLICATION AS AN EXTRAORDINARY/UNUSAL WAY IN AGRICULTURAL DEVELOPMENT

Abstract

The main point of reaching to information society is to realize the agricultural development. Main reason of this is that to reach the industry society is possible to provide agricultural development. The countries which include industry society can reach the information society easier. In other words, the countries which do not realize agricultural development cannot reach the information society even if they carry out the necessities of industry society. Turkey took lots of precautions as economic and fiscal to realize agricultural development. However, Turkey could not realize the agricultural development. Hence, an extraordinary method is necessary for agricultural development. In this study, requisition application with the difference of economic and fiscal tool as a legal way is revealed as a solution devoted to the problems related to agriculture and as an extraordinary method.

Özet

Bilgi toplumuna ulaşmanın en temel noktalarından biri tarımsal kalkınmayı gerçekleştirebilmektir. Bunun sebebi de sanayi toplumuna ulaşmanın tarımsal kalkınmanın sağlanması ile mümkün olabilmesidir. Sanayi toplumunun bulunduğu ülkeler ise bilgi toplumuna daha kolay ulaşabilmektedir. Bir başka deyişle tarımsal kalkınmanın olmadığı ülkeler sanayi toplumunun gereklerini yerine getirse bile bunu gerçekleştirememektedir. Türkiye ise tarımsal kalkınmayı gerçekleştirebilmek için iktisadi ve mali olarak birçok tedbir almıştır. Bununla birlikte Türkiye tarımsal kalkınmayı gerçekleştirememiştir. Dolayısıyla tarımsal kalkınma için olağanüstü bir yöntem gerekmektedir. Bu çalışmada da iktisadi ve mali araçlardan farklı olarak hukuki bir yol olan rekizisyon uygulaması, tarım ile ilgili sorunların çözümüne yönelik ve olağanüstü bir yöntem olarak ortaya konulmuştur.
