An Evaluation about Hakkâri’s Tourism Potentials

Abstract

In general, tourism takes first position among the essential economic activities of countries. Especially, in developing countries, it is at the top of the list. When it comes to tourism, even though one usually pictures a trio of sea–sand–sun as the usual tourist activity, it has substantially progressed and diversified in the past few years. Owing to several facts, such as the accumulation of knowledge because of technological improvements, developments in the welfare state, a great excess of spare time and so on, tourism now includes many more options. Thanks to changes in expectations, the idea that a location without a seashore could not be developed as a tourist destination is no longer true. Many destinations such as deserts, Polar Regions, and ancient places have turned into valuable tourist destinations. This study focuses on the tourism potential of the state of Hakkari, whose geographical location can possibly help the city improve in terms of its economic activities. Hakkari is a town that is far from most of the centers in Türkiye. In spite of Hakkari’s high potential for tourism, based on the natural geographical conditions, it is obvious that the facilities required are not available for cultural tourism. Another challenge is the shootouts that have been going on in the city for years, because of the location of the town on the country’s border. Finally, the enormous lack of infrastructure is the greatest obstacle of tourism in Hakkari. However, Hakkari has such an important geographical location that it could potentially become a local center for some specific tourist activities, provided that the deficiencies of the infrastructure are fixed and a widely scoped plan is created.

Özet

Genel olarak turizm ülkelerin temel iktisadi faaliyetleri arasında yerini almış olup, özellikle gelişmekte olan ülkelerdeki ekonomik etkinlikler arasında ilk sıralarda yer almaktadır. Her ne kadar turizm denildiğinde deniz‐kum‐güneş üçlüsü ilk olarak akla gelse de gelişen teknolojiyle bilgi birikiminin artması, artan refah seviyesi, boş zamanların fazlalığı gibi pek çok sebepten ötürü turizm özellikle son yıllarda ciddi anlamda gelişme göstermiş ve çeşitlilik kazanmıştır. Sahil şeridinde yer almayan mekanların turistik açıdan gelişemeyeceği fikri ortadan kalkmış, beklenti ve turizm algısındaki değişmeyle çöllerden buzullara, ören yerlerinden folklorik unsurlara değin pek çok saha ve değer turizme konu olabilir hale gelmiştir. Bu çalışmada ülkemizin büyük merkezlerine uzak ve fazlaca gelişmeye müsait olmayan Hakkâri’nin turizm potansiyeli ve yapılması gerekenler üzerinde durulmuştur. Hakkâri, coğrafi şartlardan ötürü özellikle doğa turizmi açısından oldukça yüksek bir potansiyele sahip olmakla birlikte; kültür turizmi açısından aynı potansiyelden bahsetmek pek mümkün gözükmemektedir. İlde yıllardan beri süregelen güvenlik sorunu, sınır şehri olması ve altyapı eksiklikleri turizm açısından gelişmenin önündeki başlıca engeller olarak karşımıza çıkmaktadır. Bununla birlikte turizme yönelik altyapı eksikliklerinin giderilmesi ve kapsamlı bir turizm planlaması ile Hakkâri özellikle belli turistik faaliyetler açısından bölgesel bir merkez olabilecek potansiyele sahiptir.
