Management control system in public and productivity

Abstract

The control function, the third and the last phase of management process, to see and determine the extent to which the decisions taken within the scope of planning in an organization (utility,entility) prove successful. The control function should posses certain characteristics cannot provide benefit expected from it; further, it might even lead to problems. Therefor, due diligence should be paid to these essential characteristics so as to establish a useful and effective control system.

Özet

Yönetim sürecinin üçüncü ve son aşamasını oluşturan kontrol fonksiyonu, örgütte (işletme,kurum) planlama çerçevesinde alınan kararların ne ölçüde başarıya ulaştığını anlamayı ve tespiti sağlamaktadır. Kontrol fonksiyonunun kendinden beklenen faydayı sağlayabilmesi ve etkili olabilmesi için bazı özellikleri taşıması gerekmektedir. Bu özellikleri taşımayan bir kontrol sistemi kendinden beklenen faydayı sağlayamamanın yanı sıra; bazı olumsuzluklara da sebep olabilecektir. Bu nedenle faydalı ve etkili bir kontrol sistemi kurabilmek için gerekli ilkelere ve niteliklere özen gösterilmelidir.
