THE APPLICABILITY OF TOTAL QUALITY MANAGEMENT IN LOCAL GOVERNMENTS: A CASE STUDY OF GEREDE MUNICIPALITIES

Abstract

The Total Quality Management (TQM) system, initially implemented in private companies, started to be used in the public sector in the following years. The aim of this study is to examine the TQM system implemented in local governments. In the study, the obstacles for the applicability of TQM in municipalities within the scope of Gerede Municipality were determined and solution proposals were presented. Accordingly, a survey form measuring the demographic elements, TQM principles, organizational and managerial elements affecting the Quality Management System practices in the institution is applied to the staff. The results of the survey were evaluated statistically in SPSS 22 package program and Factor Analysis and ANOVA analysis were used. In line with the findings, supporting and challenging factors for TQM implementation in Gerede Municipality were identified. Although the challenges exist, study reveals that successful outcomes can be achieved with further effort and determination for TQM application in Gerede municipality.

Özet

Başlangıçta özel şirketlerde uygulanan Toplam Kalite Yönetimi (TKY) sistemi, daha sonraki yıllarda kamu sektöründe de uygulanmaya başlanmıştır. Bu çalışmanın amacı, yerel yönetimlerde uygulanmaya çalışılan TKY sistemini incelemektir. Araştırmada, Gerede Belediyesi kapsamında TKY’nin belediyelerde uygulanabilirliğinin önündeki engellerin neler olduğu tespit edilmeye çalışılmış ve çözüm önerileri sunulmuştur. Bu doğrultuda kurumda Kalite Yönetim Sistemi uygulamalarını etkileyen demografik unsurlar, TKY ilkeleri, örgütsel ve yönetsel unsurları ölçmek amacıyla bir anket formu oluşturularak Gerede Belediyesi’nde çalışan personele uygulanmıştır. Anket sonuçları SPSS 22 paket programında istatiksel olarak değerlendirilmiş, Faktör Analizi ve ANOVA Analizleri yapılmıştır. Elde edilen bulgular doğrultusunda Gerede Belediyesi’nde TKY’yi destekleyen ve zorlaştıran unsurlar belirlenmiştir. Çalışmada, TKY’nin belediyelerde uygulanmasının önünde halen zorluklar olmasına rağmen çaba ve gayret gösterildiği takdirde başarılı sonuçlar alınabileceği sonucuna ulaşılmıştır.
