Child Protection in Turkey: Child Welfare Regulations from Ottoman Times to the Present

Abstract

The modern childhood paradigm has brought new perspectives on the protection of children. Under the effect of this mentality, the idea that children need special protection has been recognized internationally. Especially, the Convention on the Rights of the Child can be considered as one of the progressive steps taken to protect children's rights at the international level. Turkey, too, as a country that signed the Convention, has been affected by these changes and developments. This study aims to examine the child welfare regulations issued in Turkey from the late Ottoman period to the present and tries to look at the child welfare system in Turkey from a critical point of view, taking into account statistical findings

Özet

Çağdaş çocukluk paradigması, çocuğun korunmasında yeni bakış açıları getirmiştir. Bu anlayışın da etkisiyle, çocukların özel olarak korunması gerektiği fikri uluslar arası toplum tarafından kabul görmüştür. Özellikle Çocuk Hakları Sözleşmesi, uluslar arası düzeyde çocukların haklarının korunması bakımından atılan ilerici adımlardan biri olarak söylenebilir. Bu Sözleşmeyi imzalayan ülkelerden biri olarak Türkiye’de, bu değişim ve gelişmelerden etkilenmiştir. Bu çalışma, Osmanlı İmparatorluğumun son dönemlerinden başlayarak Cumhuriyet Türkiye’sine çocuk refahı alanında yapılmış düzenlemeleri incelemeyi ve sayısal veriler ışığında Türkiye'de çocuk refahı sistemine eleştirel bir gözle bakmayı amaçlamıştır.
