Reasons and Solution Proposals for The Poverty of Rural Population in Turkey

Abstract

One ofthe responsibilities o f intellectual people should be to learn the “ethically correct’’ and share and use in practical life what he has learned and lived through. in this study, the poverty o f rural population, the social and economical impacts o f this poverty, "tactics ” rather than a strategy fo r diminishing it, Central and local efforts that can be employed and an organization model in the fıeld have been proposed. The dynamics fo r advancement can not be activaîed and the “sıırpassing o f the current civilization level" strategy pointed seventy years ago by Atatürk, will remain as an ajfectionate story for the Turkish people unless the poverty and antiquiîy o f the rural areas is defeated for good.

Özet

Aydın insanların sorumluluklarından birisi de; “doğruları öğrenmek, yaşadıklarım ve öğrendiklerini çevresi ile paylaşmak ” ve pratik hayata geçirmek olmalıdır. Bu çalışmada kırsal kesim yoksulluğu, yoksulluğun sosyal ve ekonomik boyutu, yoksullukla başetme stratejisi yerine “ taktiği” , merkezi ve yerel boyutta yapılabilecek çalışmalar ile bu alandaki örgütlenme modeli ortaya konulmaya çalışılmıştır. Kırsal kesimdeki geri kalmışlık ve yoksulluk “kültürü'' yenilmediği müddetçe, kalkınma dinamikleri harekete geçirilemez ve Atatürk’ün 70 sene önce işaret ettiği “çağdaş uygarlık seviyesinin aşılması ” stratejisi, Türk insanı için sevda masalı, söylevi olmaya devam eder.
