Positivism, Chicago School of Urban Ecology and Urban Safety

Abstract

The positivism in social sciences and the modernist approaches built on it predict the identification and definite treatment of social problems through the scientific methods used by natural sciences. The hypothesis of this study is that the theoretical foundations of the urban safety discipline are shaped by positivist thinking and this proposition can be shown through certain elements within the theoretical continuity. It is also aimed to contribute to the literature on the history of turban safety discipline by shedding light on the theoretical bases of the discipline in general. The root of urban safety discipline that deals with the detection and resolution of urban problems is based on the work of the Chicago Urban Ecology School and this School inherited and practiced the positivist logic that emerged in the sociology discipline while dealing with related problems. Therefore, this study examines the shape of the positivist tradition emerging from sociology in the frame of scholars contributing to the trend, explain the transfer of positivist thingking to the Chicago School and examines the studiesChicago School towards urban safety. It is also shown concretely how this positivist point of view is applied to the solution of social problems.

Sosyal bilimlerdeki pozitivizm akım ve bunun üzerine inşa edilen modernist yaklaşımlar, fen bilimlerinin kullandığı bilimsel metotların kullanılarak toplumsal sorunların tespitini ve kesin bir tedavisini öngörmüştür. Bu çalışmanın hipotezi de, kentsel güvenlik disiplininin teorik temellerinin pozitivist düşünüş üzerinden şekillendiğidir ve bu önerme, teorik devamlılık çerçevesinde belirli unsurlar üzerinden gösterilebilir. Ayrıca genel olarak bu çalışma ile kent güvenliği disiplininin teorik temellerine de ışık tutarak bu disiplinin tarihçesine ilişkin yazına katkı sağlanması hedeflenmektedir. Kentsel sorunların tespiti ve çözümleriyle ilgilenen kent güvenliği disiplininin de kökeni Chicago Kent Ekolojisi Okulu’nun çalışmalarına dayanmaktadır ve bu Okul da ilgili sorunlarla uğraşırken Sosyoloji disiplininde ortaya çıkan pozitivist mantığı miras almış ve uygulamıştır. Dolayısıyla bu çalışma, sosyolojide ortaya çıkan pozitivist geleneğin şekillenişini, akıma katkı veren düşünürler çerçevesinde ele almakta, pozitivist düşünüşün Chicago Okulu’na aktarılışını açıklamakta ve Chicago Okulu’nun kent güvenliğine yönelik çalışmalarını irdelemektedir. Bu irdeleme ile pozitivist bakış açısının toplumsal sorunların çözümüne nasıl tatbik edildiği de somut olarak gösterilmektedir.
