Early Diagnosis and Routing of 0-6 Year Children's Negligence and Abuse in Primary Health Services

Abstract
The first years (between 0-6 ages) of life is a critical phase in a child’s life as many rapid developments are observed in this period. The foundations of personality are laid in this period and subsequent developments are built on this basis. Neglect and abuse that children are subjected to during these periods cause not only negative physical, psychological and social consequences in the long run, but also legal invasion of children's rights. In this context, the main objective for primary health care services provided by the institutions and organizations affiliated to the Ministry of Health should be carrying out interventions by recognizing early risks that cause neglect and exploitation and directing the abused child to the relevant institutions in a short period of time as it should be in all children's services. Therefore, in this compiled work, considering the child’s best interest, the topic “early diagnosis and guidance in neglect and abuse of 0-6 years old children in primary health care” will be discussed through a holistic approach from a social service perspective.
Özet
Yaşamın ilk yılları (0-6 yaş) kritik bir evredir. Bu dönemde birçok yönden hızlı bir gelişme görülür. Kişiliğin temelleri bu dönemde atılır ve sonraki gelişmeler bu temeller üzerine inşa edilir. Çocukların bu dönemlerde maruz kaldıkları ihmal ve istismar, uzun dönemde olumsuz fiziksel, psikolojik ve sosyal sonuçlara neden olmanın yanında hukuksal açıdan çocukların hak ihlalini sebep olmaktadır. Bu kapsamda, Sağlık Bakanlığı’na bağlı tüm kurum ve kuruluşların çocuk hizmetlerinde olması gerektiği gibi ihmal ve istismarı ortaya çıkaran riskleri erken tanıyarak gerekli müdahaleleri gerçekleştirmek ve istismara uğrayan çocuğun kısa sürede ilgili kurumlara yönlendirmek, birinci basamak sağlık hizmetleri için de temel amaç olmalıdır. Bu bağlamda, çocuğun yüksek yararı göz önüne alınarak bu derleme çalışmasında, sosyal hizmet perspektifinden bütüncül bir yaklaşımla “birinci basamak sağlık hizmetlerinde 0-6 yaş çocuğun ihmal ve istismarında erken tanı ve yönlendirme” konusu üzerinde durulacaktır.
