ARŞİVCİLİKTE ÖRNEKLEME TEKNİĞİNE FELSEFİ YAKLAŞIMLAR

Özet

Öz Yönetimlerin, kurumların ve organizasyonların faaliyet ve işleyişlerini genişletmesive teknolojik ilerlemelere bağlı olarak belgelerin hızla artması ve artan bubelge miktarının baş edilemez duruma gelmesi arşivcileri daha az ancak dahakaliteli bir şekilde belge tutmanın yollarını aramaya yöneltmiştir. Bu noktada istatistikçilerinbir evrenin kendi içinden seçilmiş bir parçasıyla temsil edilmesimantığına dayanan ve özellikli bir seçme metodu olan örnekleme tekniği arşivcilertarafından belge yığınlarını (evrak kütlesini) azaltma amaçlı olarak kullanılmayabaşlanmıştır. Bu teknik, önemli olanın korunması üzerine kurulu gelenekselarşivsel seçme kriterinin genişletilerek 1960’lardan itibaren gelişen yerel tarih/kültür tarihi/sosyal tarih çalışmalarının ihtiyaç duyduğu kaynakların sağlanmasıiçin önemli olmayanlar/imha edilecekler arasından örnekleme tekniğiylegeleceğe evrak bırakılması üzerine kuruludur. Bu teknik (evrak kütlesini temsilen)belgelerin seçilen kısmının elde tutulması geriye kalanın imha edilmesi nedeniile maalesef geniş ölçüde bir yanlış anlama ve karşı bakış açısı ile karşılaşmıştır.Ancak günümüz arşivlerinde örnekleme tekniğinin kullanılması kaçınılmazdır.Amerika Birleşik Devletleri, Kanada ve Avrupa ülkelerinde 1970-1980’lerden itibaren kullanılması yaygınlaşmaya başlamıştır. Bu çalışmanınamacı da, Türkiye’de arşiv alanında örnekleme tekniğine teorik temelde dikkatçekmek, bu işlemin mantığını ortaya koymak, hangi durumlarda, ne tür belgegruplarına uygulanabileceğini açıklamak ve bu konuda yapılacak olan çalışmalaraışık tutmaktır. At thispoint, the sampling technique, which is the specific selection method of the statisticiansbased on the logic that the universe is being represented with a selectedpart from inside of it has begun to be used by archivists with the purpose of reducingthe piles of documents (mass of paperwork). This technique is based onthe preservation of the important, leaving documents for the future by expandingthe traditional archival selection criteria by means of sampling techniquesamong those that are not important / those to be destroyed in order to providethe resources needed by local history / cultural history / social history studiesthat have developed since 1960. Unfortunately, this technique (representingdocument mass) has faced a wide range of misunderstanding and opposed pointof view on the grounds that retaining of the selected portion of the documentsdestroys the rest. However, it is inevitable to use sampling techniques in today'sarchives. Its use has become widespread in the United States, Canada and Europeancountries from 1970-1980s. The purpose of this study is to draw attentionto the sampling technique in theoretical basis in the archive field in Turkey,to reveal the logic of this process, to explain in what situations, what kind ofdocument groups it can be applied and to shed light on the works to be done onthis subject.
