Food regulation in EU-Turkey and food industry farms stucture in Tokat

Abstract
In this study; conformity of food industry operations located in Tokat city and it is districts were investigated in terms of European community food protucts technical regulations. Eighty two food industry operations out of six sectors were selected using basic random sampling method. The complete counting was applied to the less numbered industry operations. The questionnaire method was used to gather the data from food industry operations. The values obtained from industrial operations were presented as the mean of operations for each individual operation. Food products regulations applied in Turkey and EU was particularly examined and clearly manifested in theory. In the next step, the data on input procurement, production attainments, marketing managements, the existence of research-development unit, the status of credit utilization, social activities, food security and export capacity of food industry operation in Tokat were collected and interpreted. The study revealed that the most important problems encountered in food industry operations of Tokat are; inadequate food hygiene, difficulties in supplying raw material at desired quality and standarts, low quality of end products due to the problems encountered in raw material supply and inadequate legal conformity to the EU food regulations
Özet
Bu çalısmada; Tokat ili ve ilçelerinde faaliyet gösteren gıda sanayi isletmelerinin Avrupa Birligi gıda ürünleri teknik mevzuatına uyumu arastırılmıstır. Arastırmanın amacına uygun olarak belirlenen altı sektörde 82 adet gıda sanayi isletmesi basit tesadüfî örnekleme yöntemi ile seçilirken, sayıca az olan isletmelerde tam sayım uygulanmıstır. Gıda sanayi isletmelerinden verilerin toplanması asamasında anket yöntemi kullanılmıs olup isletmelerden analiz sonucu belirlenen degerler, sektörler itibariyle isletmeler ortalaması seklinde ortaya konulmustur. Çalısmada özellikle AB ve Türkiye’de uygulanan gıda ürünleri mevzuatı incelenmis ve teorik olarak ortaya konulmustur. Daha sonra Tokat ilinde gıda sanayi isletmelerinin girdi temini, üretim bilgileri, pazarlama sekilleri, AR-GE biriminin varlıgı, kredi kullanma durumları, sosyal faaliyeti, gıda güvenligi ile bilgiler ve isletmelerin dıs ticareti (ihracatı) ile ilgili bilgiler toplanmıs ve yorumlanmıstır. Çalısma sonucunda, Tokat ili gıda sanayi isletmelerinde yasanan en önemli sorunların; gıda hijyen kosullarının saglanamaması, istenilen kalite ve standartlarda hammadde temin edilememesi ve buna baglı olarak son ürün kalitesinin düsük olması, yasal açıdan AB gıda mevzuatına uyumun tamamen gerçeklestirilememis oldugu belirlenmistir.
