LEGITIMACY PROBLEM OF IRAQ’S POLİTICAL SYSTEM AND GOVERNMENT STRUCTURE

Abstract

Political legitimacy is approval of the ruling right of a political system or government by an overwhelming majority of the people. No doubt legitimacy has a critical importance in a country for the consolidation of the political system, stability of the economic structure and establishment of social peace.Major factors to increase the legitimacy of a political system include justice and efficiency in providing social services and economic opportunities; people’s feeling safe and under the protection of the rule of law; achievement of fair representation and political participation; consensus of the political sides on the rules of the political game and on the common values; perception of the government as native and national; consolidation of the political institutions and democratic culture. The political system in Iraq could not yet settle its legitimacy problem and this largely risks its political stability and social peace. This paper studies legitimacy issue for the state of Irak over its historical process as well as it tries to search the factors which undermine legitimacy, finally aiming tooffer remedies for the ongoing crisis.

Meşruiyet, bir ülkede siyasi iktidarın yönetme hakkının halkın büyük çoğunluğu tarafından kabul edilmesidir. Kuşkusuz ki meşruiyet bir ülkede siyasi sistemin kurumsallaşması, ekonomik düzenin istikrar kazanması ve sosyal barışın sağlanması açısından hayati önem taşımaktadır.Bir ülkede sosyal hizmetlerinve ekonomik imkânlarınsunulmasında adalet ve verimlilik sağlanması, vatandaşların kendini güvende ve hukukun güvencesi altında hissetmesi,adil temsilin ve siyasi katılımın sağlanması, tarafların siyasi oyunun kuralları konusunda uzlaşabilmesi ve ortak değerler zemininde buluşabilmesi, siyasi iktidarın yerli ve milli bir yapıda olmasıve siyasi kurumların ve demokratik kültürün kökleşmiş olması, siyasi sisteminmeşruiyetini pekiştiren belli başlı faktörlerdir. Irak’taki siyasi sistemin meşruiyet problemi çözülebilmiş değildir ve bu problem, siyasi istikrarınsağlanması ve sosyal barışıngerçekleşmesi açısından ciddi bir risk teşkil emektedir. Bu çalışmada modern Irak devletinin tarihi gelişimi içerisindeki meşruiyet meselesi incelenmekte ve Irak’ta meşruiyeti zayıflatan faktörler tespit edilerek bugünkü meşruiyet krizine çözüm önerileri sunulmaya çalışılmaktadır.
