Planning Theories and Their Reflections on Metropolitan Planning: An Evaluation of the Case of Turkey

Planlama Kuramları ve Metropoliten Planlamaya Yansımaları: Türkiye Özelinde Bir Değerlendirme

Abstract

Planning theories have significant reflections on metropolitan planning. Anti-urban planning tendencies, which were among planning theories until the 20th Century, impeded the formation of metropolitan areas, while the progress in metropolitan planning was hindered by anti-planning tendencies. Physical determinism and rational planning approaches that take place among the 20th century theories have had a considerable impact on the progress of metropolitan planning. As a matter of fact, all theoretical debates and their results lead us to defend rationalism, democratic participation and planning in metropolitan areas. The aim of this study is to scrutinize the effects of anti-urban and anti-planning tendencies that impeded the progress of metropolitan planning as well the 20' century urban theories within a theoretical framework and to discuss the impacts of these theories on metropolitan planning in Turkey.

Özet

Planlama kuramlarının metropoliten planlama üzerinde önemli yansımaları olmaktadır. 20. yüzyıla gelinceye değin planlama kuramları içerisinde yer alan kent karşıtı eğilimler metropollerin oluşumunu, planlama karşıtı eğilimler ise metropoliten planlamanın gelişimini önemli ölçüde engellemiştir. 20. yüzyıl kuramları içerisinde yer alan fiziksel belirleyicilik ve rasyonel planlama yaklaşımları ise metropoliten planlamanın gelişimini önemli ölçüde etkilemiştir. Gerçekte tüm kuramsal tartışmalar ve sonuçları bizi metropollerde rasyonellik, demokratik katılım ve planlamanın savunulması gerektiği sonucuna götürmektedir. Çalışmanın amacı; metropoliten planlamanın gelişimini engelleyen kent ve planlama karşıtı eğilimler ile 20. yüzyıl kent kuramları ve bunların metropoliten planlamaya yansımalarını teorik çerçevede irdeleyerek, bu kuramların Türkiye’de metropoliten planlamanın gelişimine etkilerini tartışmaktır.
