Abstract

The Ombudsman actually is a complaint mechanism that both supports and protectscitizens against human rights violations and the poor management practices of publicadministration. In this regard, a citizen who has suffered injustice in a matter relatingto public administration can be applied to the ombudsman to solve the problem.However, there are beneficial aspects of the ombudsman for public administration.Ombudsman institution improves efficacy and efficiency of public administration. Itstops an intermediary between public administration and citizens. Especially after theSecond World War the Ombudsman has become a democracy project, which dependson the development of a form democracy, human rights and the rule of law. This studyis based on an analysis of the Russian Federation as an example for the ombudsmaninstitution in Europe. Likewise, ombudsman is available to determine the position onthe Russian public administration and democracy objectives of the RussianOmbudsman explained by institutional and structural-functional aspects. For thisreason, in the last part, there are explanations and evaluations linking the RussianOmbudsman and democracy. In this study, it is preffered a descriptive analysisstarting from various scientific and objective source in Turkish and English as themethod.
