COMFORT WOMEN: A FEMINIST APPROACH

Abstract

Japanese occupation of the Korean Peninsula and its rule there between 1910 and 1945 had serious impact on the Korean societyand at the memories of its people. This impact has political and socio-cultural reflections. Between two countries (at this point it would be better to use three countries since it is necessary to add North Korea too to the issue), there are some problems coming from the colonial rule, and sometimes they become more visible and lead totension. One of those issues is the “comfort women”. In this paper, it is aimed to analyse how the comfort women issue has come out, how it affects the international relations of the related countries and finally how the issue is addressed from the international law perspective. This analysis will be constructed based ona feminist theory perspectivemainly concentrating on the war rapes and women’s forced participation at thisprocess. The study aims to contribute to the literature in the way that; both it is one of the few examples in Turkish literature on comfort women issue and it is one of the few examples of case study with feminist perspective.

Kore Yarımadası’nın Japonya tarafından işgal edilip 1910 yılından 1945 yılına kadar yönetilmişolmas ıKore toplumunun hafızasında ciddi bir etki bırakmıştır. Bu etkinin siyasi ve sosyo-kültürel yansımaları bulunmaktadır. Güney Kore ve Japonyaarasında (hatta bu noktada Kuzey Kore’yi de sürece dâhiledip üç ülke arasında diyeifade etmek daha doğru olacaktır) işgal yıllarından kalma sorunlar zaman zaman gündeme gelmekte ve ilişkilerin gerilmesine neden olmaktadır. Bu meselelerden başlıcas ı “rahatlama birlikleri” (comfort women) meselesidir. Bu çalışmada rahatlama birliklerinin ortaya çıktığıtarihsel süreç, uluslararası bir sorun niteliği kazanması, sorunun muhatapları olan ülkelerinsoruna ne şekilde yaklaştıklarıve son olarak uluslararası hukuk açısından ne şekilde ele alındığıincelenecek ve konunun muhatabıülkeler açısından ne ifade ettiği ele alınacaktır. Çalışmada feminist teoriden faydalanarak rahatlama birlikleri sorununun kadının ve savaş tecavüzlerinin uluslararası ilişkilerdeki yerine dair bir analiz ortaya konmaya çalışılacaktır. Çalışma, hem ele aldığıkonunun Türkçe literatürde yok denecek kadar az örneklerinden biri hem de feminist teori açısındanele alınacak bir vaka incelemesi olacak olması bakımında literatüre katkı sunmayı amaçlamaktadır.
