Abstract

The Turkish Republic’s founding will could be read as laicism, citizenship, official ideology, and westernization as modernization or as an opposition to Islam and Kurds. In this study, this subject is reevaluated in terms of the modern state theory. It links the founding will with the development of the modern state in Turkish political life. First, it analyzes the modern state’s conceptual and historical development. After reminding that the modern state was a 16th century political form, it analyzes how nation, parliamentarizm, the rule of law, and democracy which are included into the modern state create a whole. On the other hand, this histo- ricity reveals that these entities do not always accompany with the modern state. Therefore, to reach to new forms required by new social needs by rediscussing these concepts will not mean to annihilate the modern state.

Özet

Cumhuriyetin kurucu iradesi laiklik, vatandaşlık, resmi ideoloji, batılılaşma olarak modernite ya da İslam ve Kürt karşıtlığı üzerinden okunabilir. Burada konu modern devlet teorisi açısından tekrar ele alınmaktadır. Kurucu iradeyi modern devletin Türk siyasal hayatındaki gelişimiyle ilişkilendirmektedir. Öncelikle modern devletin tarihsel ve kavramsal oluşumu ele alınmaktadır. Modern devletin bir 16. Yüzyıl politik formu olduğu hatırlatılarak 19. Yüzyıl sonrası modern devlete eklemlenen ulusun, parlamentarizmin, hukuk devletinin ve demokrasinin nasıl bir bütün oluşturduğu tartışılmaktadır. Diğer taraftan bu tarihsellik ilgili kavramların devletle her daim birlikte olmayacaklarını da göstermektedir. Bu nedenle modern devlet teorisine eklemlenen kavramları yeniden tartışarak yeni toplumsal ihtiyaçlara uygun formlara ulaşmak modern devleti yok etmek anlamını da taşımayacaktır.
