A Discussion on the Transformation of the Civil-Military Relations in Turkeyduring the Post-Cold War Years: Global Trends, EU Process and the Effectsof the Kurdish QuestionAbstractConcerning the civil-military relations in modern societies, the period after 1990s has beendefined as a period of democratization at the international level. However, during the 2000s,the discussion has been revolved around the question of how to create particular models ofdemocratic control of the armed forces, for the societies having different historical backgroundsand also as democratically functioning systems. Turkey was not so affected from the globaldevelopments of the 1990s; but the process of democratic transformation of the civil-militaryrelations which was started as a part of the membership process of EU, is not at a promisingstage either. The objective of this paper is to find an answer to the question of why the legalinstitutionaltransformations of the EU proceess could not guarantee the democratic control ofthe armed forces in Turkey, especially during the 2000s.Keywords: Turkey, politics, civil-military relations.
