Open and Distance Education in Higher Education Policies in Turkey: A Perspective Focusing on the Programs Offered

Abstract

Problem Statement and Importance:In parallel with the recent trends in the world, there is an increasing interest in open and distance education practices in Turkey. As of the early 2000s, many universities have started to provide associate and undergraduate degree programs in addition to other related practices when the necessary legal regulations regarding these teaching environments were introduced. Open and distance education are considered two different learning and teaching environments at higher education level in Turkish context. Three universities have been entitled to offer educational services according to open education principles while distance education programs can be provided by all universities in Turkey. Many universities have launched distance education programs based on these regulations; however, they closed these programs after a while for some reasons. The data obtained in this study revealed that strict quotas in the number of students and low enrolment rates might be among these reasons. Although this quota restriction is applied for both teaching environments, quotas are much higher in open education programs. In this respect, the study takes quota restrictions which have become stricter in time as the main problem area to focus on because the shutdown of associate and undergraduate degree programs after a short time are likely to affect both academicians and students negatively. In addition, there will be negative perceptions about open and distance education, their developments will be hindered and available resources will not be used effectively. Three universities offering open education programs increase the number of their students because of their size and experience in the field; however, they have failed to increase the range of varieties in the programs. It is important to evaluate these findings within the framework of higher education policies. Therefore, this study aims to explore the problematic areas by analyzing the findings which are classified under the following categories: development of the programs and the related universities in quantitative terms; the variety of the programs offered; and the data about the quotas and enrolment rates. It also aims to offer a number ofsuggestions that might be implemented in higher education policies regarding open and distance education. Since there are a few studies in Turkey focusing on the problems in open and distance education programs, this study is believed to make valuable contributions to the related literature with the issues it focuses on and the perspective it offers. Purpose of the Study:This study aims to determine the problems encountered during the development of open and distance education programs in Turkey and offer some suggestions within the framework of higher education policies. Methodology:The study was designed as a descriptive study to present the development of open and distance education in Turkey by using secondary data published by the related institutions/organizations. The data about open and distance education associate and undergraduate degree programs and the related universities were collected by analyzing the documents obtained from the official website of Council of Higher Educationand the websites of the related higher education institutions as well as student guidebooks for examspublished by Measurement, Selection and Placement Center since 1996. In document analysis, the selection of documents to be used as data is closely related to the scope of studies, so this study analyzed the student guidebooks for exams as well as the official documents and information published on the websites of institutions. The data collected were filtered based on the scope of the study, and findings were tabulated and presented accordingly. Findings and Discussion:The data were presented separately for open education and distance education practices. Open education associate and undergraduate degree programs are provided by three universities in Turkey. The number of these programs as well as the quota restrictions in all three universities are increasing; however, the relatively high quota (approximately 200.000 in total) is still sufficient for the sustainability and development of these programs. Açık ve uzaktan öğretim alanı kendisine has dinamiklere, süreçlere ve hatta sorunlara sahip bir alan olup, bunlar geleneksel öğretimden önemli ölçüde farklılaşır. Alan yazında geniş ölçüde yer bulan bu farklılık ve sorunların yanında Türkiye’ye özgü konular olarak öne çıkan, açıköğretim ve uzaktan öğretim sunum yöntemleri ayrımı, programlara yönelik kontenjan sınırlamaları, program açma kriterleri ve üniversitelerin program seçimleri ise uygulamaları büyük oranda etkilemektedir. Bu nedenle çalışmada, uzaktan öğretim uygulamalarında hem genel hem de Türkiye’ye özgü yaşanan sorunlar geniş bir alan yazın taraması ile sunulmuş ve 1996’dan 2018’e kadar Türkiye’de yükseköğretim kurumlarında açılan tüm açıköğretim ve uzaktan öğretim programları, lisans ve önlisans programları ayrımında, kontenjan sayıları, kayıt sayıları, programların ve sunucu üniversitelerin yıllar içerisindeki sayısal gelişimi, program çeşitliliği açılarından incelenerek gelişimleri ortaya konmuştur. Böylece açıköğretim ve uzaktan öğretime yönelik uygulanan yükseköğretim politikaları değerlendirilmeye ve geliştirilmesine yönelik öneriler sunulmaya çalışılmıştır. Veriler doküman incelemesi yöntemi ile elde edilmiş ve mevcut durum boylamsal olarak ortaya konmuştur. Bulgular kontenjan kısıtlamalarının artarak sürdüğünü, bunun kayıt sayılarını düşürdüğünü, program çeşitliliğinin sağlanamadığını ve açılan birçok programın kısa sürelerde kapandığını göstermektedir. Buna göre kontenjan uygulamasının uygulayıcılara yönelik farklı ölçütler geliştirilerek teşvik edici bir anlayışla kullanılması; tanınan kontenjanların tamamını dolduracak bir yerleştirme ve kayıt sisteminin oluşturulması; yükseköğretim kurumlarının birbirlerini takip etmek yerine farklı programlar sunarak program çeşitliliğini yaratmaları ve öğrenciye daha fazla seçenek sunmaları; program açma kriterlerinin açık ve uzaktan öğretimin temel bileşenlerini kapsayacak şekilde düzenlenmesi, açıköğretim ve uzaktan öğretimin gelişimi için yükseköğretim politika önerileri olarak değerlendirilebilir. Çalışmanın, Türkiye’de açıköğretim ve uzaktan öğretime yönelik ortaya koymaya çalıştığı sorun ve önerilere değinen yapılmış başka bir çalışma bulunmaması yönü ile alandaki uygulamalara yeni bir bakış açısı getireceği ve yükseköğretimdeki karar alıcılar, uygulayıcılar ve alan uzmanları için faydalı olacağı düşünülmektedi
