Berats and travel-permissions for consuls, dragomas and dragoman servants in the Ottoman era

Abstract

Having gained ahidname or capitulation, the European nations established their own embassies in Istanbul and consulates in the port cities of the Ottoman Empire. The main duty of the European ambassadors and consuls was to sort out the problems of their merchants in the Ottoman Empire. Therefore, the ambassador or the consul could travel "freely" in the Ottoman Empire under the ahidname and his berat. The dragomans of the consuls also had the same privileges. Sometimes, the dragomans could sent their servants to another parts of the Ottoman Empire for their works or the foreign consulate's works, provided that the servant had the travel permission (yol emri) given by the Sultan. This study attempts to explain the "free travel" under the berats given to the foreign consuls and their dragomans and the dragoman's servants during the period from 1600 to 1800. The evidence derived from the records of the Cadi court of Nicosia and the documents of the Ottoman Prime Ministry archives in Istanbul.

Özet

Osmanlı İmparatorluğu'nun ahidname veya kapitülasyon verdiği devletler İstanbul'da elçi bulundurabilir ve ülkenin değişik limanlarına tüccar ve diğer vatandaşlarının işlerini görmek için konsolos tayin edebilirlerdi. Bazen konsolosların bir yerden başka bir yere gitmeleri gerekirdi. Konsoloslara beratları gereği kimse engel olamazdı. Konsolosların hizmetinde bulunan tercümanlar da aynı hakka sahiplerdi. Bu durum hem konsolosluk hem tercümanlık beratlarında belirtilirdi. Konsolos tercümanlarının hizmetinde bulunan hizmetkârlar ise bir yerden bir yere gitmek istediklerinde padişah tarafından verilen yol emrine sahip olmaları gerekirdi. Bu çalışmada 17. ve 18. yüzyıllarda gerek konsolos veya tercüman beratlarında yer alan "seyahat hürriyeti" ve gerekse tercüman hizmetkârlarına verilen "yol emirleri" üzerinde durulmuş ve bu konudaki gelişim ve değişim incelenmiştir. Çalışmada Başbakanlık Osmanlı Arşivi'nde bulunan Düvel-i Ecnebiye Defterleri ile Lefkoşa'da bulunan Kıbrıs şer'iye sicilleri kullanılmıştır.
