Abstract

This study aims to elaborate a practice of nationalist reaction, the enforcement of the law on Friday as the weekly off-day during the period between 1924 and 1935. As it is well-known, the policies of economic nationalism can be traced back to the Second Constitutional Period. These kinds of policies became widespread after the establishment of the Republic of Turkey as a nation-state. In this context, several policies aiming at Turkifying capital and labor came on the agenda of the ruling elite. These policies which directed against the foreign citizens and the non- Muslim Turkish citizens who were defined as the “internal foreigners” and so the others of the Turks, were maintained, even when these polices contradicted to the economic interests of the country. The public support behind the practice of Friday off-day vanished gradually shortly after its implementation as well. Even when the commercial groups who had played important role in the enforcement of the law, now demanded its abolition, the law continued to be in force until 1935. The acceptance of the worship day of Muslims as the weekly off-day is a striking illustration of how Islam shaped Kemalist nationalism.

Özet

Bu makalede, iktisadi milliyetçi bir tepki olarak 1924-1935 yılları arasında sürdürülen Cuma tatili ya da başka bir ifade ile Cuma gününün hafta tatili olarak kabulü ve uygulanması ele alınmaktadır. Bilindiği üzere iktisadi milliyetçiliğin izlerini taşıyan uygulamalara II. Meşrutiyet döneminde rastlanır. Bu türden uygulamalar, bir ulus devlet olarak kurulan Türkiye Cumhuriyeti ile hız kazanır. Bu bağlamda sermayenin ve işgücünün Türkleştirilmesine yönelik çeşitli uygulamalar gündeme gelir. Yabancı ve “içimizdeki yabancılar” olarak ötekileştirilen Türkiye Cumhuriyeti yurttaşı gayrimüslimlere karşı olan bu uygulamalar ekonomik çıkarlarla çelişse bile sürdürülür. Cuma tatili uygulamasının arkasındaki kamuoyu desteği de bir süre sonra gücünü yitirmeye başlar. Hatta gündeme gelmesinde büyük rol oynayan ticaret kesimi bu kez sona erdirilmesi için talepte bulunursa da, uygulama 1935’e kadar sürer. Milliyetçi bu uygulamanın İslami bir motifi yani Müslümanlar için ibadet günü olarak kabul edilen Cuma gününü kullanması ise Kemalist milliyetçiliğin İslam tarafından biçimlendirilmesine dair ilginç bir örnektir.
