Ottoman urban reform and undesirable children in the cities

Abstract
This paper analyzes the large network of Ottoman juvenile correction houses (ıslâhhanes), through which Ottoman reformers attempted to discipline and rehabilitate vagrant children. First priority of the state in introducing these institutions was to remove vagrant and idle youth from the streets, so the ıslâhhanes were opened as a means of political control and exclusion from society. Yet, as an indirect yet crucial outcome, the reformers wanted to make these children productive and useful in artisanal positions, as a means of (re)integrate into the society. Therefore, correction houses were established not only to solve a public order problem but also to create the idea of social responsibility which those children either lost or never embraced.

Bu yazı, Osmanlı reformcularının serseri çocukları disiplin altına sokmak ve ıslah etmek amacıyla kurduğu yaygın Osmanlı ıslahhaneleri ağını inceliyor. Bu kurumların açılmasında devletin öncelikli amacı, derbeder ve boşta gezen gençleri sokaklardan uzaklaştırmaktı - yani ıslahhaneler bir tür siyasi kontrol ve toplumsal dışlama görevi görüyordu. Ancak, dolaylı fakat önemli bir sonuç olarak, reformcular bu çocukları zanaat kollarında verimli ve yararlı hale getirmek istiyordu - böylece yeniden topluma kazandırılabilirlerdi. Dolayısıyla, ıslahhanelerin kurulması sadece bir asayiş meselesini çözmüyordu, aynı zamanda bu çocuklarda bir şekilde yitirdikleri ya da hiç edinmedikleri bir sivil sorumluluk duygusu yaratmayı hedefliyordu.
