“One who respects the homeland, does not drink alcohol”: Ottoman Society for the Prohibition of Alcoholic Beverages and Its Regulations

Abstract
The consumption of alcoholic beverages was forbidden occasionally by law in the Ottoman Empire, but the implementation of prohibitions were limited and short term. In 1910, Ottoman Society for the Prohibition of Alcoholic Beverages was established to give a voice for prohibition and the damage of alcoholic beverages. In this article, the regulations of Ottoman Society for the Prohibition of Alcoholic Beverages, which presumably had organic ties with the Committee of Union and Progress, was transcribed and examined. According to the Regulations, the Society which had members from different social stratum, defended the prohibition opinion in the framework of both religion and science.
Özet
Osmanlı İmparatorluğu’nda zaman zaman alkollü içki tüketimi kanunlarla yasaklanmaya çalışılmış, ne var ki kanunlar, yasaklar sınırlı ve kısa süreli uygulanabilmiştir. İçkinin zararlarının anlatılması ve yasaklanması amacıyla 1910 yılında Osmanlı Men-i Müskirat Cemiyeti kurulmuştur. Bu çalışmada İttihat ve Terakki ile organik bağının olduğunu düşündüğümüz Osmanlı Men-i Müskirat Cemiyeti’nin Nizamnamesi (1910) incelenmiştir. Toplumun birçok farklı tabakasından üyeleri olan derneğin nizamnamesinde hem bilimsel hem de dinsel bağlamda içki yasağı savunulmaktadır.
