Ideas of School Principals about Rotation

Abstract

In 2010, in August, five years or more serving school principals in the same school were subjected to compulsory rotation. In this rotation in-city, several problems emerged in and this rotation is called "exile" in some quarters and resoted to the Judgement. As well as resulted and winnedcases, there are still incomplete-cases and there are school-principals admitting the situation without resorting to the Judgement. The aim of this study is to receive opinions of the principals related to principal rotations which are done in the direction of the decisions taking place 27318 numbered official newspaper by the Minisry of National Educational Institutions Regulaötions on the Appintment and Displacement. Fort his purpose, the interviews were conducted with 21 primary and secondary school principals, serving the central town of Kilis. The interview form was prepared to be paid attention to the ideas of branch experts and school principals, too. Questions in the interview form are asked directly to the school principals, narrations of some school principals are recorded by voice-recorder. And, to te school principles who don't want to record of the inteeview with the voice-recorder, mutual questions are asked and the answers written dorn by the researcher. The data have been interpreted by content analysis and presented by classified-charts. According to the study results, managers stated that rotation application expresses positive meanings and the application is necessary, too. The ideas like activation, innovation, motivation, keeping the level of relationships with workers and new view-points enabling and their benefits have emerged in.

2010 yılı ağustos ayında aynı okulda beş yıl ve daha üstü görev yapan okul müdürleri zorunlu yer değiştirmeye tabi tutulmuştur. İl içi yapılan bu değişiklikte birtakım sorunlar ortaya çıkmış ve değişiklik bazı çevrelerce "sürgün" olarak nitelenmiş ve yargı yoluna gidilmiştir. Sonuçlanan ve kazanılan davalar olduğu gibi henüz sonuçlanmamış davalar ve yargı yoluna gitmeden durumu kabullenen müdürler de vardır. Bu çalışmanın amacı Milli Eğitim Bakanlığı'nca yayımlanan 13 Ağustos 2011 tarihli ve 27318 sayılı resmi gazetede yer alan Millî Eğitim Bakanlığı Eğitim Kurumları Yöneticilerinin Atama ve Yer Değiştirmelerine İlişkin Yönetmelik kararları doğrultusunda yapılan müdür rotasyonlarına ilişkin müdürlerin görüşlerini almaktır.Bu amaçla Kilis ili merkez ilçesinde görev yapan 21 ilköğretim ve ortaöğretim müdürüyle görüşmeler yapılmıştır. Görüşme formu alan uzmanları ve okul müdürlerinin görüşleri de dikkate alınarak hazırlanmıştır.Görüşme formundaki sorular okul müdürlerine doğrudan sorulmuş, bazı müdürlerin konuşmaları ses kayıt cihazı ile kayıt altına alınmıştır.Görüşmenin cihaz ile kaydedilmesini istemeyen müdürlerde ise karşılıklı sorular sorulmuş ve yanıtları araştırmacı tarafından not edilmiştir. Veriler içerik analizi ile yorumlanmış tablolar halinde sınıflandırılarak sunulmuştur.Araştırma sonuçlarına göre;yöneticiler rotasyon uygulamasının olumlu anlamlar ifade ettiğini, uygulamanın gerekli olduğunu belirtmişlerdir. Pasiflikten kurtarma, yenileşme, motive etme, çalışanlarla ilişkilerin seviyesini koruma ve yeni bakış açıları sağlama gibi faydalarının olacağı görüşleri ortaya çıkmıştır.
