The Role of State Institutions and Non-Governmental Organization in the Integration Process of Syrians

Abstract
Social movements called the "Arab Spring", which erupted in Tunisia towards the end of 2010 and spread quickly to the Arab geography like a domino effect due to reaction to some basic socio-economic problems such as restrictions on fundamental rights and freedoms, freedom of speech, political corruption, high cost of living, unfair income distribution and un employment. Arab spring caused the collapse of the dictatorial regimes in countries such as Egypt and Libya, civil war in Syria and Libya and some social reforms in countries such as Saudi Arabia, Algeria and Jordan. May be the most important result of Arab spring with regard to Turkey is eruption of civil war in Syria and fleeing millions of refugees toward Turkey as asylum seeker and substantially induce socio-economic effects in the structure of Turkey. Civil war in Syria has been taken longer time than expected and perception towards Syrian asylum seekers in Turkey slightly turned temporal to permanent status. In this context, providing economical and social integration of the millions of Syrians who immigrated to Turkey is serious in terms of both for the economy and domestic social peace in Turkey, as well as of reaching humanitarian living standards of Syrians.In this integration process, the role of non-governmental organizations as well asstate institutions is important. In many fields from education to health, psycho-social support to vocational courses, both state institutions and NGOs should support asylum seekers and take steps to solve their problems. In this study, the role of the state institutions such as Directorate General of Migration Management and AFAD as well as some NGOs, who support the integration processes of Syrians, was pointed out and analysed how effective adaptation policy has been carried out.

2010 yılının sonlarına doğru Tunus’ta patlak veren ve hızla Arap coğrafyasına bir domino etkisi gibi yayılan, adına Arap Baharı adı verilen toplumsal hareketler temel hak ve özgürlüklerin kısıtlanması, ifade özgürlüğünün olmaması, siyasi yozlaşmalar, yolsuzluk, hayat pahalılığı, adaletsiz gelir dağılımı ve işsizlik gibi sosyo-ekonomik sorunlara tepki olarak doğmuştur. Mısır ve Libya gibi ülkelerde diktatör rejimlerin devrilmesine, Suriye ve Libya gibi ülkelerde iç savaşa, Suudi Arabistan, Cezayir ve Ürdün gibi ülkelerde toplumsal anlamda bazı reformların yapılmasına sebep olmuştur. Arap baharının ülkemiz açısından belki de en önemli sonucu Suriye’de iç savaşa yol açması ve iç savaştan kaçan milyonlarca göçmenin Türkiye’ye sığınması ve bunun Türkiye sosyo-ekonomik yapısında yarattığı dalgalanmadır. İlerleyen yıllarda Suriye’deki iç savaş beklenenden uzun sürmüş ve göç eden sığınmacıların Türkiye’de kalıcı olduğu anlaşılmaya başlanmıştır. Bu bağlamda göç eden milyonlarca Suriyelinin ekonomik ve sosyal uyumunun sağlanması, hem Türkiye ekonomisi ve iç sosyal barışı için, hem de göçmenlerin insani yaşam standartlarında erişebilmeleri açısından önemlidir. Bu uyum sürecinde devlet kurumlarının olduğu kadar, sivil toplum örgütlerinin de rolleri büyüktür. Eğitimden sağlığa, psiko-sosyal destekten, mesleki kurslara kadar birçok alanda hem devlet kurumları hem STK’lar, Suriyelilere destek olmalı, onların sorunlarını çözmeye yönelik adımlar atmalıdırlar. Bu çalışmada, Türkiye’de Suriyelilerin uyum sürecinde onlara destek veren Göç İdaresi Müdürlüğü, AFAD gibi devlete bağlı kurumların yanı sıra, bazı STK’ların rolüne değinilmiş, bu bağlamda ne kadar etkin bir uyum politikasının yürütüldüğü tespit edilmeye çalışılmıştır.
