A Comparison of 2013 and 2018 Teaching Programs of Secondary School Physics in Turkey in Terms of Fundamental Features

Abstract

In the study, the 2013 and 2018 teaching programs of secondary school physics were examined comparatively in terms of fundamental features. Employing a horizontal approach, the study tried to determine the similarities and differences of the dimensions in the education system by taking them into account along with certain variables. Data were also gathered through document analysis, which is one of the qualitative research methods. The data obtained from the secondary school physics curriculum for the years 2013 and 2018 through the Ministry of National Education Head Council of Education and Morality were analysed through the content analysis. At the end of the study, it was determined that the objectives of 2018 education program is more comprehensive compared to the 2013 program. Content-wise, it was noticed that a new unit called electrostatics was added to the 2018 program. Apart from this, it can be said that the subjects included in the 2013 and 2018 programs are the same. In the learning-teaching process, the 2013 program mentioned cognitive and affective principles while the 2018 program touched upon the points to be taken into consideration while teaching the program. Finally, it was determined that both programs have various similar expressions in terms of testing and evaluation.

Özet

Araştırmada 2013 ve 2018 yılı ortaöğretim fizik dersi öğretim programları temel öğeler açısından karşılaştırmalı olarak ele alınmıştır. Yatay yaklaşımdan yararlanılan bu araştırmada, eğitim sisteminde yer alan boyutlar belirli değişkenlerle birlikte ele alınmış, benzerlikler ve farklılıklar saptanmaya çalışılmıştır. Araştırmada nitel araştırma yöntemleri arasında yer alan doküman incelemesi aracılığıyla da veriler toplanmıştır. Millî Eğitim Bakanlığı Talim ve Terbiye Kurulu Başkanlığı üzerinden 2013 ve 2018 yıllarına ait ortaöğretim fizik dersi öğretim programlarından elde edilen veriler içerik analizi aracılığıyla çözümlenmiştir. Araştırma sonucunda, 2018 yılı öğretim programı amaçlarının 2013 yılına göre daha kapsamlı olduğu tespit edilmiştir. İçerik bakımından, 2018 yılı öğretim programına yeni bir ünite adı elektrostatik konusunun ilave edildiği belirlenmiştir. Bunun dışında 2013 ve 2018 yılı öğretim programlarında yer alan konuların aynı olduğu söylenebilir. Öğrenme-öğretme sürecinde, 2013 programında bilişsel ve duyuşsal ilkelere değinilirken, 2018 programında öğretmenin dikkat etmesi gereken hususlara yer verilmiştir. Son olarak ölçme ve değerlendirme açısından öğretim programlarında ortak birçok ifadenin yer aldığı belirlenmiştir.
