İzmir Deputies in the Last Ottoman Parliament and Their Activities

Abstract

Turkey began transition to the parliamentary system for the first time in 1876 with the declaration of Kanun-i Esasi. Constitutional monarchy succeeded monarchy regime in the Ottoman State and the first Ottoman parliament was inaugurated on 19 March 1877. However this change was short-lived and on 14 February 1878 the parliament was closed by Sultan Abdülhamit II “temporarily”, citing the Russo-Turkish War of 1877–78 (93 Harbi). The Ottoman parliament remained closed for 30 years and due to domestic and foreign developments was re-established in 1908 with the second decleration of the constitutional monarchy. The new parliament assembled on 17 December 1908 with 230 deputies and was able to serve for three terms until 1918 when it was abolished on 21 December 1918 with the will of the Sultan after the Armistice of Montrose. 72 deputies out of 169 deputies from İstanbul opened the last term of the Parliament on 12 January 1920. During this last term 24 meetings were held. The parliament was dissolved on 18 April 1920 as a result of occupation of İstanbul on 16 March 1920 and events following the occupation Six deputies represented İzmir in the last Ottoman parliament. These were; Yunus Nadi Bey (Abalıoğlu), Refet Paşa (Bele), İlhami Bey, Şükrü Bey (Saraçoğlu), H.Tahsin Bey (Uzer) and Nuri Bey. Özet

Türkiye'de parlamenter hayata geçiş ilk kez 1876'da ilan edilen Kanun-ı Esasi ile başlamıştır. Monarşi yönetiminden meşruti yönetime geçen Osmanlı Devleti'nde Meclis-i Mebusan, 19 Mart 1877'de törenle açılmıştır. Bu değişim kısa sürmüş, 14 Şubat 1878'de 93 Harbi bahane gösterilerek Sultan II.Abdülhamit tarafından "Geçici bir süre" kaydıyla Meclis-i Mebusan kapatılmıştır. 30 yıl kapalı kalan Osmanlı Parlamentosu, iç ve dış gelişmelerin etkisiyle 1908'de Meşrutiyet'in ikinci kez ilanı ile tekrar açılmıştır. 17 Aralık 1908'de açılışa katılan 230 mebus ile faaliyetlerine başlayan Meclis-i Mebusan, 1918'e kadar aralıklarla 3 Dönem çalışma yapabilmiş Mondros Mütarekesi'nin ardından 21 Aralık 1918'de Padişah iradesiyle feshedilmiştir. Meclis-i Mebusan son kez 12 Ocak 1920'de, İstanbul'da seçilen 169 mebustan 72 mebusun katılımı ile çalışmalarına başlamıştır. Açık kaldığı süre içinde sadece 24 toplantı yapabilen Meclis-i Mebusan, 16 Mart 1920'de İstanbul'un resmen işgali ve ertesinde gelişen olaylar karşısında 18 Nisan 1920'de güvenlik sorununun çözülünceye kadar toplantılarına ara vermiştir. Son Meclis-i Mebusan'da İzmir'i 6 milletvekili temsil etmiştir. Bunlar; Yunus Nadi Bey (Abalıoğlu), Refet Paşa(Bele), İlhami Bey, Şükrü Bey(Saraçoğlu), H.Tahsin Bey(Uzer) ve Nuri Bey. Bu çalışmada, kısa bir süre açık kalabilen son Osmanlı Meclisi Mebusan'da ki İzmir mebuslarının faaliyetleri ve çalışmaları ile görüşülen konular incelenecektir
