An Educational Issue Facing Turkish Universities in the Eight Years Prior to the Centenary of the Turkish Republic: Implementation of Foreign Language and/or Turkish as the Medium of Instruction

Abstract
Due to globalization process, English has now become the "lingua franca" worldwide, as a result of which the demand for "English as a Medium of Instruction" ("EMI") has been spreading widely in many countries. The purpose of this paper is to address the educational issues concerning foreign language education ("FLE") in Turkey with special reference to "EMI" in Higher Education ("HE") today. While causes for failure are being analysed, recommendations are also proposed for an effective reform in FLE . It is concluded that due to the present higher educational system in Turkey, and also the maladministration and academic mis-management of FLE, the implementation of EMI in HE is not only unrealistic in terms of its aims and objectives but also a serious threat to educational quality. Furthermore, there are also problems in "teaching in Turkish" at Turkish universities today, the sources of which are due to the fact that the teaching of Turkish language not being effective in primary and secondary education and lacking the scholarly principles of "language pedagogy". In short, we observe today a serious "language problem" at the universities, and the implication of which is very serious indeed as a threat both for the basic principles of the Turkish Republic and also the future generation of Turkey. It is recommended that the medium of instruction in HE should inevitably be in Turkish, but while at the same time an effective and professional English Language Education policy be adopted.

Küreselleşme süreci sonucunda, İngilizcenin dünya ülkeleri için uluslararası ortak bir dil "lingua franca" konumuna gelmesi, birçok ülkede "İngilizceyle Eğitim" uygulamasına talebi yaygınlaştırmış bulunuyor. Türkiye'de yabancı dil eğitimi uygulamasında ve özellikle yükseköğretimdeki "İngilizceyle Eğitim" uygulamasında karşılaşılan sorunları ele alınmış, başarısızlıkların nedenleri irdelenip bu alanlarda etkin düzenlemelerin yapılmasını gerektiren bazı çözüm önerileri öne sürülmüştür. Türkiye'de mevcut yükseköğretim sistemindeki yabancı dil eğitimine özgü akademik ve idari yapılanmanın aksaklıkları ve bu yapılanmalara hâkim olan yönetim bozuklukları göz önünde tutulursa, İngilizceyle eğitim için belirlenen amaç ve hedeflerin gerçekçilikle bağdaşamadığını ve böylesine bir uygulamanın da eğitim kalitesini ciddi boyutlarda tehdit ettiğini görmekteyiz. Diğer taraftan, bugün yükseköğretimde, ilk ve orta eğitimdeki Türkçe eğitiminin bilimsel ve etkin bir "dil pedagojisi" temelinde uygulanamamasından kaynaklanan, Türkçede eğitim ile de sorunlar yaşanmaktadır. Kısaca, bugün üniversitelerde, Cumhuriyet'in temel ilkelerini tehdit eden ve yetişmekte olan genç kuşaklar için endişe verici bir "dil" sorunu mevcuttur. Sonuç olarak, Türkçeyle eğitimin esas alınması ve İngilizceyle eğitim yerine, etkin bir yabancı dil eğitiminin düzenlemesi önerilmektedir.
