Total Quality Management (TQM) Practices in Different Countries -Examples for the Studies About Continuous Quality (CQI) Improvement

Abstract
The article evaluates the concepts and practices of TQM and CQI. As it is generally known that, total quality management is a process for meeting and exceeding customer requirements. Total quality management (TQM) and continuous quality improvement (CQI) terms are used interchangeably in this paper. According to the author, the value of cross-organizational and cross-national learning is increasingly recognized. Cross-national organizational learning becomes a method in the repertoire of quality improvement, like benchmarking- but more global. It is a method that enables us to make faster and more cost-effective quality improvements. So, this article has examined some TQM / CQI projects have been carried out on the hospitals in France, Germany, Russia, Korea, the United States of America and, compared the situation in Turkey. Finally, some suggestions about the critical success factors have been offered for TQM in the hospitals in Turkey.
Özet
Toplam kalite yönetimi, müşteri ihtiyaçlarını karşılama ve aşma sürecidir. Bu yazıda, toplam kalite yönetimi (TKY) ve sürekli kalite iyileştirme (SKİ) terimleri aynı anlamda kullanılmıştır. Diğer örgütlerden ya da diğer ülkelerden öğrenmenin değeri gittikçe daha fazla fark edilmektedir. Diğer ülkelerdeki örgütlerden öğrenme, kalite iyileştirme repertuarında, kıyaslama (benchmarking) gibi fakat daha global bir yöntem haline gelmektedir. Bu yöntem, daha hızlı ve daha maliyet-etkili kalite iyileştirmeleri yapmamızı olanaklı kılar. Bu yazıda Fransa, Almanya, Rusya, Kore ve ABD'deki hastanelerde uygulanan TKY/SKİ çalışmalarından örnekler verilmekte ve bu ülkelerin deneyimleri ile hastanelerde TKY'nin başarılı olabilmesi için gereken kritik faktörler açısından Türkiye'deki durum irdelenerek öneriler getirilmektedir.
