Foreign concessions in the late Ottoman Empire and the early Turkish Republic

Abstract
This article traces the developments in concession granting to foreigners in the late Ottoman Empire and the early Turkish Republic and examines foreign concession granting in three periods: 1876-1908, 1908-1919 and 1919-1923. In the first period, Ottoman granting of foreign concessions, while motivated by the desire for social benefit and economic development, was dictated by the crippling need for foreign capital in an environment of semi-colonial economic dependence on the great powers. While the rhetoric changed in the post-1908 period to talk of economic independence, of national economy and national capital, in effect, when it came to awarding concessions to foreigners, the motivation and application remained what it had been in the pre-1908 period. In the aftermath of the collapse of the empire and with the emergence of the Turkish Republic the situation changed and foreign concessions were to transform from something extracted by dominant foreigners to something granted to certain foreigners only who presented requests not demands.

Bu makalede geç Osmanlı İmparatorluğu ve erken Türkiye Cumhuriyeti döneminde yabancılara verilen ekonomik imtiyazlar ile ilgili gelişmeler, 1876-1908, 1908-1919, 1919- 1923 olmak üzere üç döneme ayrılarak incelenmektedir. İlk dönemde Osmanlıların yabancı- lara ekonomik imtiyaz vermesi her ne kadar toplumsal yarar ve iktisadi gelişme arzusu ile güdülense de gerçekte nedeni Büyük Güçlere yarı-sömürgeci ekonomik bağımlılığın olduğu bir ortamda, yabancı sermayeye olan aşırı derecedeki ihtiyaçtır. 1908 sonrası dönemde ise söylem değişerek iktisadi bağımsızlık, milli iktisat ve milli sermaye tartışmaları yapılmış, fakat iş yabancılara ekonomik imtiyaz vermeye gelindiğinde saik ve uygulama aslında 1908 öncesi dönemdeki gibi kalmıştır. Ancak imparatorluğun çökmesi ve Türkiye Cumhuriyeti'nin kurulması ile durum değişmiş ve böylece yabancı ekonomik imtiyazlar mütehakkim yabancıların sökerek aldığı kazançlar olmaktan çıkıp belirli yabancıların talep değil, rica sunarak aldıkları iktisadi araçlara dönüşmüştür.
