Power Management and Importance of Power Management Practices in Turkish Public Administration

Abstract

Follow ng a def n t on of the concept of power, ts sources and uses, and ts place and how the use of power s reflected n adm n strat ve pract ces, an evaluat on of prev ous research on the subject of power management n Turkey s prov ded. In management, the ssue of how power s used and what grounds t comes from s essent al f the problems are to be solved cooperat vely, rat onally, and legally. A correct understand ng of the concept of power makes t poss ble to prov de a fa r and equal tar an env ronment, and thus leg t m zes the management. Therefore, managers do not only need to carefully analyze what sources of power they can benef t from and how they can make use of them, but they also need to know how to control ntra-organ zat onal power dynam cs so as to d rect them accord ng to organ zat onal object ves, and adopt a su table course of act on. The manager's task s to use power eff c ently n l ne w th organ zat onal object ves. It can be sa d that the amount of research nto the concept of power management n the Turk sh Soc al Sc ences l terature s l ttle, and thus t s bel eved that th s art cle, as well as further research nto th s concept w ll contr bute enormously to the development of managers work ng n publ c and pr vate sector n our country

Bu makalede yönet mde güç uygulamaları konusuna katkıda bulunmak amacıyla, güç olgusunun n tel ğ , d ğer yönetsel kavramlarla l şk s , gücün yönet mdek önem ve gücün yönetsel uygulamalarda nasıl yer bulacağı ve ülkem z açısından yönet mde güç uygulamalarının durumu ncelenm şt r. Güç kavramı tanımlandıktan sonra gücün kaynakları, kullanılma şek ller , gücün yönet m uygulamalarındak yer ve yönet m uygulamalarına nasıl yansıdığı üzer nde durulduktan sonra ülkem zde yapılan güç yönet m çalışmaları üzer ne değerlend rmelerde bulunulmuştur. Yönet mde örgüt ç ndek sorunların şb rl ğ ç nde akılcı ve hukuk yollarla çözülmes açısından gücün nasıl uygulandığı ve kaynağını nereden aldığı konusu büyük önem taşır. Güç olgusunun doğru anlaşılması, yönet m n meşrut yet n n sağlanması açısından adaletl ve eş tl kç b r ortam oluşturulmasını sağlar. Yönet c n n ç nde bulunduğu örgüt ç nde güç l şk ler n dengeleyeb lmes ç n hang güç kaynağından ne şek lde yararlanacağını ve örgüt ç ndek güç d nam kler n örgüt amaçları doğrultusunda yönlend reb lmes ç n nasıl kontrol edeceğ n çok y tahl l etmes ve bu anlamda doğru kararlar alması gerek r. Yönet c ye düşen görev, gücü etk l b r şekl de örgüt amaçları doğrultusunda kullanmaktır. Ülkem zde Sosyal B l mler alanında yapılan çalışmalarda güç yönet m uygulamalarına l şk n araştırmalara son derece nad r olarak rastlandığını ve l teratürde az yer tuttuğunu söylemek mümkündür.
