Modernizing Government in the Postmodern Era: The Public Service Understanding of New Labour Party

Postmodern Dönemde Devleti Modernleştirmek: Yeni İşçi Partisi'nin Kamu Hizmeti Anlayışı

Abstract

The article, analyzes the public service understanding of New Labour Party, which is one of the most significant moments in the era that is evaluated as postmodern. One of VI Amme idaresi Dergisi the two theses of the article is that the understanding of postmodern public administration, which looks as if peculiar to the new right, has completely been come into existence within the New Labour Party. The main reason of it is the articulation of participation principle, which is the loophole of the public service understanding of the new right that can be summarized as "the implementation of private sector values into the public administration", by the New Labour. The second thesis of the article is related to comprehension of "modernization of public administration" mentioned in the white paper called "Modernising Government." In my opinion, what is implied here by "modernization" is not to re-vitalize the old and strict institutions of modernity, but the "adaptation of public administration to the postmodern era." Consequently, the main eclipse of the two theses supported in the article is the opinion that New Labour Party is the second and complementary moment of the transformation process that has been started by Conservative Party.

Makale, postmodern olarak değerlendirilen dönem içindeki en önemli duraklardan biri olan Yeni İşçi Partisi'nin kamu hizmeti anlayışını irdelemektedir. Makalenin iki temel tezinden ilki, yeni sağa özgüymüş gibi görünen postmodern kamu yönetimi anlayışının tam anlamıyla Yeni İşçi Partisi 'nde vücut bulduğudur. Bunun temel nedeni, yeni sağın "özel sektör değerlerinin kamu yönetimine uygulanması" olarak özetleyebileceğimiz kamu hizmeti anlayışının eksik halkası olan katılım ilkesinin yeni sol tarafından eklemlenmesidir. Makalenin ikinci tezi, Yeni işçi Partisi'nin "Devleti Modernleştirmek" adlı beyaz kitabında belirtilen "kamu yönetiminin modernleştirilmesi" anlayışıyla ilgilidir. Kanımca, burada "modernleşme "den kastedilen, modernliğin eskimiş ve katı kurumlarını yeninden, diriltmekten ziyade, "kamu yönetimin postmodern döneme uyarlanmasıdır." Sonuç olarak, makalede savunulan iki temel tezin ana ekseni, Yeni İşçi Partisi'nin Muhafazakar Parti ile başlayan dönüşüm sürecinin ikinci ve tamamlayıcı halkası olduğu düşüncesidir.
