Özet

Osmanlı Devleti'nde sınırlarda ve limanlarda kurulan gümrükler yanında ülke içerisindeki bölgeler arasında mal-ürün mübadelesinin vergilendirildiği iç gümrükler de bulunmaktaydı. Bunlardan birisi Kızanlık'ta meydana getirilmiş olan iç gümrük noktasıydı. Kızanlık, Eski Zağra, Yeni Zağra ve Filibe merkez ve köylerinde üretilen gülyağlarının bölge dışına götürülmesi durumunda ürünler burada vergilendirilirdi. Devletin tahsil ettiği %12 oranında amediyye ve reftiyye adı verilen gümrük vergileriydi. 19. Yüzyılda Avrupa ıtriyat sanayi için önemli bir ihraç ürünü hâline gelen gülyağının gümrük vergileri bazı durumlarda devlet memurları tarafından emanet yöntemiyle ama çoğunlukla iltizam sistemiyle mültezimlerce tahsil edilmiştir. Araştırmada Kızanlık ve çevresi gülyağı gümrük vergilerinin 1847-1854 yılları arasında ne yolla tahsil edildiği, devletin buradan ne miktar gelir elde ettiği üzerinde durulmuştur. Ayrıca vergi tahsilinde karşılaşılan sorunlar ve bunların nasıl çözüldüğü incelenmiştir. İltizam usulü ile emanet yönetiminin pratikteki uygulamaları hakkında bilgiler verilmiştir

Abstract

Besides, the customs established at the borders and the ports of the Ottoman State, there were also domestic custom taxation for product and goods exchange. One of them was the domestic custom point established in Kızanlık. If the rose-oil produced in the center and surrounding villages of Kızanlık, Stara Zagora, Nova Zagora and, Plovdiv were to be taken out of the region, it was taxed in Kızanlık. A total custom tariff of 12%, labeled amediyye and reftiye, was collected by the state.The custom tariffs of rose oil, an important export product for the European perfume industry during 19th century, was collected either by official tax collectors or by taxman according to tax farming procedure. The present study sheds light upon the tax collection system in the Kızanlık region and the income of the Ottoman State from this area between1847-1854. Moreover, the problems encountered in the taxation and tax collection system, as well as the solution to these were also investigated. Information about the practical implementation of tax collection by state officials and tax farming practices are also given
