The Different Aspects of the Ancient Turkish State from Absolute Monarchıal Model

Abstract
The ancient Turkish states constituted on four basic elements. There were people, independence, territory and law. People came into being in pursuance of the amalgamation of clans. Independence was a characteristic which ancient Turks gave a big importance to it and it had to a strong state structure for independence. Also, every Turkish state had been based on a specific territory and they had been governed under the customary provisions which were described as law. Unchangeable provisions of the customs were justice, equity and humanity. These provisions assured on the individual rights and freedoms. Ancient Turkish societies had some features such as discipline, free-thinking, courage, loyalty to past and the state. This study aims the administrative qualities of the ancient Turkish states to compare with the characteristics of the absolute monarchical regimes. First of all for this, it is to determine features of administrative structure by taking into account the elements of the state administration, and then it points out fundamental differences of the ancient Turkish state system from absolute monarchic models. The state assembly “Toy” and the laws how do have effects on the political power of the ruler are discussed. The inheritance method is evaluated. In social care; class stratification and private ownership, the roles of women in the family and the political arena are examined according to the monarchical system.

Eski Türklerdeki devlet yapısının temelinde dört unsur vardır. Bunlar; halk, özgürlük, ülke ve kanundur. Halk, boyların bir araya gelmesiyle oluşmuştur. Bağımsızlık, Türklerin büyük önem verdiği bir unsurdur ve bunun için mutlak bir devlet yapısı gereklidir. Ayrıca her Türk devleti belirli bir arazi üzerinde kurulmuştur ve Türk devletleri kanun anlamına gelen töre hükümlerine göre idare edilmişlerdir. Adalet, eşitlik ve insanlık törenin değişmeyen hükümleridir. Bu hükümler kişi hak ve hürriyetlerini güvence altına almaktadır. Eski Türkler disiplin, özgür düşünce, cesaret, geçmişe bağlılık gibi özelliklere sahip fertlerden oluşmaktadır. Bu çalışma, Eski Türk devletlerindeki yönetsel nitelikleri mutlak monarşik rejimlerin özellikleri ile karşılaştırmayı amaçlamaktadır. Bunun için ilk önce devlet yönetimindeki unsurları dikkate alarak genel anlamda idari yapının özelliklerini tespit etmektedir. Kurultay ve törenin hükümdarın siyasal iktidarı üzerindeki etkileri tartışılmaktadır. Veraset usulü değerlendirilmektedir. Toplumsal bakımdan ise sınıfsal tabakalaşma ve özel mülkiyet, kadının aile içindeki rolü gibi hususlar monarşik sisteme göre incelemeye tabi tutulmaktadır.
