The European Landscape Convention and the Urban People's Rights

Abstract

Such Utopia or ideal to keep alive people in a healthy environment was and is still valid which finds its origin in the Industrial Revolution. But this is also a reality following the revolution that, scale increases in house investments and transportation networks' developments had led to detaching from the existing -reconstructed- areas and creation of so many kinds of ecological and urban problems. In the article, urban landscape is determined as in its today's meaning as the planning, designing and administration of the land to increase the quality (both of functional and life quality) of the physical environment for providing multidimensional benefit from the land. Such an understanding is based on a sustainable conservation and managing the natural and cultural resources. Within the approach, some criterions are offered and discussed for providing a better and qualitative living environment through the relation between the criterions and the urban people' rights. So, all the content of the study has been formed around the discussion of the "European Landscape Convention".

insanları sağlıklı çevrelerde yaşatma idealinin kaynağı endüstri devrimine dayanır. Endüstri devrimini takip eden yıllarda konut yatırımlarında ölçeklerin büyümesi ve ulaşım ağlarının gelişmesi, mevcut imarlı alanlardan kopmayı kolaylaştırmıştır. Bu yüzden pek çok ekolojik ve kentsel sorun meydana gelmiştir. Bugünkü anlamda kentsel peyzaj, doğal ve kültürel kaynaklan koruma ve yönetme temelinde fiziksel çevrenin işlevsel ve yaşam kalitesini artıracak ve çok yönlü bir yararlanmayı sağlayacak şekilde arazinin planlaması, tasarımlanması ve yönetimidir. Bu çalışmada, kaliteli yaşam çevreleri oluşturabilmek için gözönünde bulunması gereken temel ölçütler ortaya konulmakta ve kentli haklarının ölçütleri ile ilişkileri ve Avrupa Peyzaj Sözleşmesi tartışılmaktadır.
