Governance and the Turkish Public Administration

Abstract

In this study the concept of governance is clarified firstly and later some experiences from the Western and the American democracies in increasing public participation has been touched and finally, how the governance be practised through the Turkish Public Administration is discussed within a framework of existing examples leading by the central-local administrations and the civil society also. The author argues that today, in our modern states the old definition of citizen is replaced by a new one who is seen in every stage of decision making process as an active individual of the multilateral social relations and communication. The same kind of attitudes observed in Turkish public administration also. But when comparing Turkey with the Western and American democracies for the new administration approach -called as governance- it is also observed that the situation is very different for the two categories of examples -Turkey and the others. In the Western and American democracies, the governance could be realized in relatively more easy way, but some obstacles resulted from historical and cultural reasons make hard a healty governance practice for Turkey. After all the discussion the author draws attention to some governance-directed efforts and examples as the positive signals to overcome the obstacles in reaching a good working governance approach by giving priority in the substructure and superstructure relation to the superstructure as -for him- usual for the Turkish administrative tradition.

Günümüzün modern devletlerinde klasik vatandaş tanımı, yerini toplumla çok yönlü iletişim ve ilişkiler içinde, karar alma sürecinin her aşamasına aktif olarak katılan vatandaş tanımına bırakmakta; bu anlamda Türk kamu yönetiminde de benzer gelişmelere tanıklık edilmektedir. Yönetişim olarak adlandırılan bu yeni yönetim anlayışının yerleşmesi Batı ve Amerikan demokrasilerinde daha kolay gerçekleştirilebilmişken Türkiye'de tarihsel ve kültürel nedenlerden, kaynaklanan bazı engellerin varlığı sağlıklı bir yönetişim pratiğini güçleştirmektedir. Bununla birlikte ülkemizde yönetişim uygulamaları konusundaki gelişmeler ve örnekler yönetim sisteminde yapılacak bazı değişikliklerle engellerin aşılabileceğine ilişkin olumlu sinyaller, vermektedir. Ancak Türk yönetim geleneğinde üst yapının, her zaman altyapıyı belirlediği gerçeğinden hareketle iyi işleyen bir yönetişim anlayışının yerleştirilmesinde de öncülüğü üst yapının üstlenmesi zorunlu gibi görünmektedir.
