The Port of Istanbul in the Early 20th Century: the Porters, the Istanbul Quay Company and the Ottoman Government

Abstract
The Istanbul Quay Company, being granted a concession by the Ottoman government, built quays on both sides of the Golden Horn in the late nineteenth century. The new quays, on the one hand, facilitated the flow of commerce. Yet, on the other hand, they challenged the occupational safety of many port workers. In the late nineteenth and the early twentieth centuries, this situation led to a struggle between boatmen and porters, the Quay Company and the government. After the proclamation of the constitution in 1908, the porters won some tangible gains in this struggle. However, the government did not take steps to solidify their gains. Thus, in the spring of 1909, some porters took a dissenting position against the government and the Committee of Union and Progress. In response, the Ottoman ruling elites adopted some oppressive measures against the porters. However, these measures did not ultimately create a docile labour force in the port of Istanbul
Özet
Dersaadet Rıhtım Şirketi, Osmanlı hükümetinden aldığı imtiyaz uyarınca, ondokuzuncu yüzyılın sonunda Haliç'in Galata ve İstanbul sahillerinde rıhtımlar inşa etmiştir. Yeni tesisler bir yandan ticaret hacminin artmasına katkıda bulunurken diğer yandan çok sayıda liman çalışanını işlerini kaybetme tehlikesi ile karşı karşıya bırakmıştır. Bundan dolayı ondokuzuncu yüzyılın sonu ve yirminci yüzyılın başında hamallar, şirket ve hükümet arasında uzun soluklu bir mücadele yaşanmıştır. Hamallar, özellikle meşrutiyetin 1908'de yeniden ilanıyla beraber, çalışma yaşamlarıyla ilgili bazı kazanımlar elde etmiştir. Ancak hükümet yöneticileri bu kazanımları kalıcı hale getirecek adımlar atmaktan kaçınmıştır. Bu yüzden bazı hamallar, 1909 yılı baharında hükümet ve İttihat ve Terakki Cemiyetine karşı cephe almıştır. Dönemin yönetici elitleri, hamalların tepkisine bir takım baskıcı uygulamalarla cevap vermiştir. Ancak bu uygulamalar İstanbul limanında uysal bir işgücü yaratmak için yeterli olmamıştır
