Üniversite-Belediye İşbirliğine Doğru: Kent Belediyelerinin Üniversite Gençliği ve Öğretim Elemanlarına Yönelik Hizmetleri

Abstract

This article aims to draw attention to the relation between the universities and municipalities in non-metropolitan cities of Turkey. To do this, the services which are provided to the university students and the academicians by the (especially in non-metropolitan) municipalities are considered and the new demands of the academic community pointed out. It has been proposed that municipalities situated in non-metropolitan areas should specify a number of targets on required services for the university students and academic personnel in their regions. Additionally, the institutional relations between university and municipality are discussed and the significance of the declaration of the ideas on what kind of relations should be between the two bodies are emphasised. Lastly, it is pointed out that the new researches must be conducted as including local variables and, the effective contribution of both of the universities and the local governments must be re-evaluated under the light of the new dimensions.

Özet

Bu çalışmada özellikle büyük kentler dışındaki üniversite kurulmuş olan kent belediyesinin üniversite gençliği ve öğretim elemanları için yapması gereken hizmetlerle ilgili birtakım hedefler belirlenmesi önerilmekte aynı zamanda, üniversite ile belediye arasındaki kurumsal ilişkiler de ele alınarak bu ilişkilerin nasıl olması gerektiği konusundaki görüşlerin ortaya konulmasının önemi vurgulanmaktadır. Ülke düzeyinde yöresel değişkenleri de temsil eden kapsamlı bir örneklemle yapılan araştırmalarla elde edilecek bulgular ışığında, kent belediyelerinin üniversite gençliği ve öğretim elemanlarına yönelik olarak gerçekleştirdiği ve gerçekleştirmesi gereken hizmetler ve üniversitelerin ülkesel ve yöresel kalkınmaya katkılarının değerlendirilmesinin önemi belirtilmiştir.
