Abstract
During WWI, the management of Anatolian forests undergoes drastic changes after the Law of "Methods of Technological Management of Forests" issued in 1917. Whereas the pro-government press depicts these changes and the legislation as part of a structural reform for the exploitation of forests, post-Mudros news and developments suggest the interests of political networks as the cause of these changes. Based mainly on archival material, the article aims to demonstrate how the said law overrides the former regulation and transforms the relation between the government and forests in terms of method and scale of exploitation
Özet
Birinci Dünya Savaşı sırasında Anadolu ormanlarının idaresi, 1917'de çıkan "Ormanların Usul-i İdare-i Fenniyeleri" hakkındaki kanun ile önemli değişimler geçirir. Hükümet yanlısı basın bu kanunu ve değişimleri, orman işletmeciliği alanında yapısal bir dönüşüm olarak tasvir ederken, Mütareke dönemindeki haber ve gelişmeler, bunların siyasi grupların çıkarlarıyla bağlantılı olduğuna işaret eder. Çoğunlukla arşiv belgelerine dayanan bu yazı, söz konusu kanunun önceki nizamnameyi nasıl değiştirdiğini ve hükümetle ormanlar arasındaki ilişkiyi işletme yöntem ve ölçeği açısından nasıl etkilediğini göstermeyi hedefliyor.
