Yeni Kamu Yönetimi Anlayışının "Yeni" Kurumu: Kamu Görevlileri Etik Kurulu

Abstract

For the authors the "Ethical Committee for Public Servants" founded by the law dated 25.05.2004, numbered 5176, is considered as a ring of legal amendments introduced as the "Public administration Reform". It has been observed that some new concepts that were/are frequently used by public administration literature are also contained in the aforementioned law. The article has put under question the new committee for what might its function be in Turkish Administration who has two hundred years tradition.

Türkiye 'de "Kamu Yönetimi Reformu" olarak takdim edilen düzenlemelerin bir halkasını da, 25.05.2004 tarih ve 5176 sayılı yasa ile ihdas edilen "Kamu Görevlileri Etik Kurulu " oluşturmaktadır. Kamu Görevlileri Etik Kurulu 'na ilişkin mevzuat değerlendirildiğinde son yıllarda kamu yönetimi alanında sıklıkla kullanılan kimi kavramların bu mevzuata girdiği görülmektedir. Bu çalışmada iki yüzyıllık bir yönetim geleneğine sahip Türk idaresinde bu Kurulun ne gibi bir işlevi olabileceği sorgulanmaktadır.
