Abstract

In this article, Zonguldak (Province in Turkey) Case is discussed as a traditional old industrial region that has gone into a rapid regression period like the resembling regions in different parts of the World. The discipline of regional economics and its new concepts, perspectives, original theories has provided a multi-dimensional and comprehensive analyzing atmosphere presented by the authors. It is pointed out that stagnation of a relatively developed region in time is one of the most important problems of regional development. Accelerating development, solving unemployment and reduction of migration problems in stagnated regions depend on making certain investments based on technology and innovation. What is seen in Zonguldak case is the process of regional development had been started by finding out coal in 1829, and went on until 1980s accompanied with the increases in coal production. Investments depended on coal production contributed to the regional development not only in economic, but also in urban, social and cultural sense. After 1980s, due to the decreasing traditional coal production, the absence of non-coal alternative production possibilities and not being able to follow the innovations closely, Zonguldak has become a stagnated province which could not offer job opportunities for the accumulated population and experiences with net migration.

Özet

Göreli olarak gelişmiş bir bölgenin zamanla durgunlaşması en önemli bölgesel kalkınma sorunlarından biridir. Durgunlaşmış bölgelerde gelişmeye yeni bir ivme kazandırılması, işsizliğin çözülmesi ve göç sorunlarının azaltılması teknoloji ve yeniliklere dayalı bir kısım yatırımların gerçekleştirilmesine bağlıdır. Zonguldak örneğinde bölgesel kalkınma süreci 1829’da kömürün bulunmasıyla başlamış, kömür üretiminde ortaya çıkan artışlarla 1980’li yıllara dek sürmüştür. Kömür üretimine dayalı yatırımlar, bölgenin sadece ekonomik olarak değil aynı zamanda kentsel, toplumsal ve kültürel gelişmesine de katkı sağlamıştır. 1980’li yıllardan itibaren geleneksel kömür üretiminin azalışı, alternatif üretim olanaklarının gerçekleştirilemeyişi ve yeniliklerin izlenemeyişi nedeniyle, Zonguldak birikmiş nüfusa iş olanağı sunamayan ve net göç veren durgunlaşmış bir il konumuna gelmiştir.
