Maarif Kongresi, Heyet-i İlmiyeler ve Uluslararası Ortaöğretim Öğretmenleri Kongresi Üzerine Bir Değerlendirme

Özet
Osmanlı Devleti’nin yıkılmasının en önemli sebeplerinden biri de eğitim sisteminin devrin gelişmelerini takip etmemesidir. Türkiye Cumhuriyeti’nin ilk aydınları, Osmanlı Devleti’nin son döneminde yaşamış kişilerdir. Bu yüzden eğitim sisteminin hatalarının farkında olan aydınlar, yeni kurulan devletin de aynı hatalara düşmemesi için çaba sarf etmişlerdir. Henüz Millî Mücadele devam ederken eğitim çalışmalarına önem verilmiş, bu yüzden Maarif Kongresi ile Heyet-i İlmiye’ler toplanmışlardır. Millî bir eğitim sistemi oluşturma çabalarının yanı sıra diğer ülkelerin eğitim alanındaki gelişmeler de takip edilmeye çalışılmıştır. Bu yüzden 1923 yılında Prag’da toplanan Uluslararası Ortaöğretim Öğretmenleri Kongresi’ne Türkiye adına temsilciler gönderilmiştir. Bu kongrede ele alınan konular, Türkiye delegesi Ali Haydar tarafından kaleme alınmış ve günümüze kadar ulaşmıştır. Bu çalışmada Maarif Kongresi, Birinci ve İkinci Heyet-i İlmiye, Uluslararası Ortaöğretim Öğretmenleri Kongresinin dönemin eğitim hayatına etkileri açısından incelenmiştir. Betimsel nitelik taşıyan çalışmanın verileri resmi dokümanlardan elde edilmiştir. Elde edilen verilerin analizi neticesinde dönemin eğitim anlayışının öğrenci merkezli, öğrenciyi hayata hazırlayıcı olduğu; öğretmenlerin pedagojik formasyona sahip olmasının önemi; kız öğrencilere eğitim hakkının tanınması gerektiği gibi sonuçlar elde edilmiştir.
Abstract
One of the most important reasons for the collapse of the Ottoman Empire is that it does not follow the developments of the education system in the age. The first intellectuals of the Republic of Turkey were those who lived in the last period of the Ottoman State. Therefore, the intellectuals who are aware of the mistakes of the education system have made efforts not to make the same mistake in the newly established state. While the National Struggle was still on, education was given importance to the studies and therefore the Maarif Congress and Delegations were gathered. In addition to efforts to build a national education system, developments in other countries' education were tried to be followed. Therefore, representatives were delegated on behalf of Turkey to the International Secondary School Teachers' Congress in Prague in 1923. The subjects discussed in this congress were written by the Turkish delegate Ali Haydar and reached to today. In this study, the Maarif Congress, the First and Second Delegations Meeting, the International Secondary Education Teachers' Congress, were examined in terms of their impact on educational life. The data of a descriptive studies were obtained from official documents. As a result of the analysis of the obtained data, it is understood that the period of education is student centered, focuses on preparation of student for life, the importance of that teachers have pedagogical formation, and the entitling the education for female students.
