DETERMINATION OF FACTORS AFFECTING HEALTH SPENDING IN TURKEY WITH PANEL DATA ANALYSIS AT THE REGIONS LEVELS

Abstract
Since the 1960s, increased health spending has caused much concern all over the world. Researches done on this subject while one hand have tried to explain the causes of the increase in health expenditures, on the other hand, investigated which variables could be affected to reduce costs. The aim of this study is to investigate the trends and determinants of health spending by means of panel data method for Level 2 Region in Turkey. As a result of the analysis, while there was statistically significant and positive relationship between health expenditures and population, inflation rate and tax rate; statistically significant yet negative correlation was found between health expenditures, infant mortality rate and literacy rate.
Özet
1960'lardan beri, sağlık harcamalarının artması tüm dünyada çok fazla endişeye neden olmuştur. Bu konu ile ilgili yapılan araştırmalar bir yandan sağlık harcamalarındaki artışın nedenlerini açıklamaya çalışmış diğer yandan da maliyetleri düşürmek için hangi değişkenlerin etkilenebileceğini araştırmıştır. Bu çalışmanın amacı Türkiye’de Düzey 2 bölgesi için sağlık harcamalarının eğilimlerini ve belirleyicilerini panel veri yöntemi ile incelemektir. Analiz sonucunda sağlık harcamaları ile nüfus, enflasyon oranı ve vergi oranı arasında istatistiksel olarak anlamlı ve pozitif yönlü ilişki tespit edilirken; sağlık harcamaları ile bebek ölüm hızı ve okuryazarlık oranı arasında istatistiksel olarak anlamlı ve negatif yönlü ilişki tespit edilmiştir.
