Abstract

Firstly there is an introduction to some studies made on the BOT model for the publicly-owned airports as, a financing model, a privatization in airport investments, a form of ownership and management, a model for governance reform and its role in private sector's emerging role in infrastructure airports etc. Later, the authors explain the methodology used by themselves to study the topic. And, what will the reader see on the remaining pages are these; existing situation of the airpots in Turkey, legal base for the BOT model, the partners in the investments projects of the BOT model, application process of BOT in airports step by step. Information about the terminals for external lines in Istanbul Atatürk, Antalya, Dalaman, Ankara Esenboğa, İzmir Adnan Menderes, Milas-Bodrum Airports. Lastly, the problems and the benefits -for the partners of the projects- of the BOT applications have been summarized.

Özet

Bu çalışmada Antalya ve Atatürk havalimanlarındaki YİD uygulamaları incelen­miş ve değerlendirilmiştir. Havaalanlarında YİD süreci, Antalya Havalimanı YİD pro­jesinin 1993 yılında ihale edilmesiyle başlamıştır. Projenin devir tarihi 1 Ağustos 2007"dir. Atatürk Havalimanı YİD projesi, 1997'de ihale edilmiş ve 2 Temmuz 2005'te tamamlanmıştır. Son dönemde, YİD modeliyle 4 yeni ihale daha gerçekleştirilmiştir. İşletmeciler ve kamu yetkilileri, yeni projelere girişme konusunda isteklidirler. Mevzuat­tan ve bürokrasiden kaynaklanan mevcut sorunların zaman içinde çözülmesi beklen­mektedir. Uygulamaya, maliyet-süre uyumu ve uygun gelir paylaşımı gözetilerek devam edilmelidir. Ayrıca "kirala-geliştir-işlet" vb. alternatif yöntemler de uygulanmalıdır. Çünkü bu projelerin temel amacı, "kamu-özel-işbirliği"yoluyla yatırımların ve hizmet­lerin sürekliliğini sağlamaktır.
