Özet
Rusya, temel politikalarından birini gerçekleştirmek, güney bölgelerine inmek maksadıyla Osmanlı Devleti’nin hâkim olduğu Doğu Karadeniz kıyıları ve Kafkasya’nın bazı önemli noktaları ile yakından ilgilenmekteydi. Karadeniz sahil şeridinde Osmanlı Devleti’ne ait bölgeler ve liman kentleri, Rusya ile siyasi ve askeri münasebetlerde özellikle 18. yüzyıl ve sonrasında oldukça önemliydi. Rusya, bu yüzyılda çeşitli siyasi ve askeri başarılar elde ettikten sonra güneye inme faaliyetine hız kazandırdı. Faş ve Anapa’yı ele geçirdikten sonra açtığı konsolosluklar aracılığıyla ve daha güneye inme amacıyla Osmanlı yönetimindeki Batum’a da nüfuz etmeye çalıştı. Ayrıca Batum iskelesinin yeniden inşası girişimde bulunarak askeri ve siyasi faaliyetlerinin yolunu açmaya çalıştı. Siyasi emellerine ulaşmak amacıyla uluslararası dengelerin değişmesi ve bölgedeki kitlelerin de desteğiyle Gürcistan’ın kilit bölgelerine yayılma fırsatı elde etti. Rusya özellikle 18. yüzyılın sonunda ve 19. yüzyıl boyunca Karadeniz’in doğu kıyılarındaki faaliyetlerini arttırdı ve Gürcistan’a nüfuz etti.
Abstract
Russia was closely involved in some regions dominated by the Ottoman Empire including Eastern Black Sea coasts and some important points of Caucasia in order to get down to southern territories as one of its basic policies. The regions and port cities belonging to the Ottoman Empire on the Black Sea coast were extremely important in the political and military relations with Russia especially during and after the 18th century. After Russia made various political and military achievements in this century, it expedited its efforts for advancing down towards the south. It also tried to infiltrate the Ottoman-controlled Batumi through the consulates that it opened after conquering Poti and Anapa and for the purpose of advancing further southwards. Also making an effort to rebuild Batumi Pier, it tried to pave the way for its military and political activities. For the purpose of achieving its political goals, it grabbed the opportunity of spreading to some regions of Georgia upon a change in international balances and with the support of some populations in the region. Russia increased its activities on the eastern coast of the Black Sea and infiltrated Georgia especially in the end of the 18th century and during the 19th century.
