Debates on the Board of Educatıon in the First Budget Discussions of TBMM (Turkish Grand National Assembly)

TBMM’NİN İLK BÜTÇE GÖRÜŞMELERİNDE MAARİF VEKÂLETİ HAKKINDA YAPILAN TARTIŞMALAR

Abstract

The budget discussions held in the Assembly were an important basis for debating on national issues every year. During the budget discussions of the First Assembly period, the there were intense debates on various issues. The first study in accordance with this purpose was the preparation of the budge tact of 1920. The Board of Education took an important place in the negotiation of this act which was also the first budget of the First Assembly. In 1920 in the budget discussions’ problems faced by the Ministry of Education which were school, teacher, curriculum, high personnel expenses, postponing the military duty of teachers, minority and foreign schools were the discussed issues. Budgets prepared in the period of First Assembly in conditions of national struggle were never one of those budgets prepared under normal conditions and all these procedures were performed without a budget order

Özet

Meclis’te yapılan bütçe görüşmeleri, her yıl ülke meselelerinin konuşulup tartışıldığı önemli bir zemin olmuştur. Birinci Meclis dönemi bütçe görüşmelerinde çeşitli konularda yoğun tartışmalar yaşanmıştır. Bu amaçla yapılan ilk çalışma 1920 tarihli bütçe kanunun hazırlanması olmuştur. Birinci Meclis’in ilk bütçesi de olan bu kanunun müzakeresinde maarif teşkilatı önemli bir yer tutmuştur. 1920 tarihli bütçe görüşmelerinde Maarif Vekâleti’nin karşılaştığı problemler; Okul, öğretmen, ders programı, personel giderlerinin yüksekliği, öğretmenlerin askerlik görevlerinin tecil edilmesi, azınlık ve yabancı okullar sorunu olmuştur. Birinci Meclis döneminde hazırlan bütçeler, savaş koşulları nedeniyle hiç bir zaman normal koşullarda hazırlanan bütçeler gibi olmamış ve bütün işlemler bir bütçe düzeni olmaksızın yürütülmüştür
