Abstract
This study argues that public administration practices reshaping the society’s perception of “public” are not just technical matters; on the contrary, these practices reflect particular ideological preferences. Within the context of the hegemonic meaning of ideology, maintaining that the arguments on “total quality management” are ideological, the study attempts to identify the underlying ideology.

Bu çalışmada, kamu yönetimi dolayımında toplumun “kamu” algısını da yeniden biçimlendirecek olan uygulamaların sadece teknik bir mesele olmayıp; tersine ideolojik bir tercih olduğu ortaya konmaya çalışılmıştır. İdeoloji kavramının hegemonik anlamı bağlamında, toplam kalite yönetiminin savlarının ideolojik olduğu, bu ideolojinin de nerede yer aldığı üzerinde durulmuştur.
