The EU Climate Change and Environment Policies on the Way to Paris Agreement

Abstract

The EU, having difficulties to establish common policies in certain areas, has been remarkably successful in achieving to form a ‘Low-Carbon and Climate Resilient Europe’, by getting Paris Agreement signed. That the EU members are the ones which are most detrimental to the environment and the responsible for global warming, give different meanings to this success, moreover, provide a positive contribution to the debate, whether the EU is a global actor. Despite EU has a leading role in the implementation of the Paris Agreement, it would not be true to say that development process of the EU policies on this subject matter has been completed yet. Having success in achieving the goals set out in the climate change and environmental policy, will provide significant contributions to the EU.

Özet

Anlaşmasının imzalanması ile ‘düşük karbonlu ve iklime dirençli bir Avrupa oluşturma’ gayretlerinde kayda değer başarı göstermiştir. AB’nin küresel ısınmanın temel sorumluları arasında gösterilen üye ülkelerden oluşması bu başarıya farklı bir anlam vermekte, AB’nin küresel aktör olma tartışmasına olumlu yönde katkı sunmaktadır. AB, Paris Anlaşmasının hayata geçirilmesinde öncü rol almasına rağmen bu alanda politika gelişim sürecini henüz tamamladığını söylemek doğru olmaz. İklim değişikliği ve çevre politikalarında ortaya konulan hedeflere ulaşılmasında başarılı olunması, küresel aktör misyonu tartışılan AB’ye mevcut sorunların çözümleri başta olmak üzere kayda değer katkılar sağlayabilecektir.
