Abstract

During the Tanzimat Period, the Ottoman State aimed to be included in the system of European states with reforms that the state made. At times in the direction of westernization, it was exaggerated from time to time, and the state had suffered from it, and the people had become angry with the government. This period coincided with a period of time when there was considerable controversy among statesmen; in which waste, incentives and bribery could not be avoided, and the intervention of the European states could not be prevented. Almost, there had been an era in which the stay in power depended on the support of any state. The purpose of this study is to explain all these living things with the objective point of view of Ahmet Cevdet Pasha who was the famous witness; in addition, in the light of the information he gave, is to reveal what kind of mind the state authority (rical) had.

Özet

Tanzimat Dönemi’nde Osmanlı Devleti yaptığı reformlarla Avrupa devletler sistemine dâhil olmayı amaçlamıştır. Batılılaşma yönünde atılan adımlarda zaman zaman aşırıya kaçılmış ve devlet bundan zarar görmüş, halkta da devlet ricaline karşı kızgınlıklar meydana gelmiştir. Bu dönem, devlet adamları arasında çekişmelerin oldukça fazla olduğu; israf, iltimas ve rüşvetin önünün alınamadığı, Avrupa devletlerinin müdahalelerinin önüne geçilemediği bir zaman dilimine denk gelmektedir. Adeta, iktidarda kalmanın herhangi bir devletin desteğine bağlı olduğu bir devir yaşanmıştır. Bu çalışmanın amacı, bütün bu yaşananları dönemin bizzat şahidi olan ünlü vakanüvis Ahmet Cevdet Paşa’nın objektif bakış açısıyla anlatmaktır. Ayrıca, onun verdiği bilgiler ışığında, Tanzimat Dönemi devlet ricalinin nasıl bir zihniyete sahip olduğunu ortaya koymaktır.
